Announcing draft documents of the 14th National Party Congress

On October 14, the Central Party Office issued Official Letter No. 18272-CV/VPTW announcing the draft documents of the 14th National Party Congress.

Draft documents of the 14th National Party Congress to collect comments from National Assembly deputies, the Fatherland Front, socio-political organizations, people's organizations, cadres, party members and people. The documents include:

- Draft Political Report.

- Draft Report summarizing a number of theoretical and practical issues on the socialist-oriented innovation in Vietnam over the past 40 years.

- Draft Report summarizing 15 years of implementing the Party Charter.

In particular, the draft Political Report emphasizes continuing to concretize and implement drastically and synchronously the three breakthroughs identified in the documents of the 13th National Party Congress. In the new period, continue to focus on the following three main groups of solutions:

First, improve the capacity to innovate and improve self-reliance to enhance the effectiveness and efficiency of the Party's leadership and governance, consolidate and strengthen the people's trust.

Focus on perfecting institutions, improving the capacity to plan the Party's guidelines and policies; innovate the development, promulgation and implementation of the Party's guidelines and policies, especially the promulgation of resolutions.

Promote administrative reform in the Party, create a pioneering breakthrough in digital transformation of Party building work, focus on promoting and creating a foundation for forming a synchronous digital ecosystem to serve the Party's activities, enhancing the building and rectifying the Party and a clean and strong political system.

Second, effectively implement the organization of the political system according to the new model to ensure smooth operation, meeting the requirements and tasks of national development in the new era.

Continue to strongly innovate personnel work to ensure objectivity, democracy, substance, and efficiency, especially the work of appraisal and evaluation of cadres in accordance with the policy of "in, out, out, and up, and down".

Focus on improving the quality of cadres at all levels, especially strategic-level cadres, grassroots cadres with advanced thinking and management capacity, in line with the new organizational model and the requirements of breakthrough development of the country.

Innovation in thinking, perfecting mechanisms and policies to discover, attract and promote talents, especially in strategic and spearhead sectors and fields, encouraging and protecting dynamic and creative cadres who dare to think, dare to do, dare to take responsibility for the common good as a driving force for the rapid and sustainable development of the country.

Third, strengthen discipline and order, promote decentralization, and control power tightly and effectively. Special attention should be paid to the Party's inspection, supervision and discipline work; resolutely and persistently promote the fight against corruption, waste and negativity.
