The movement aims to concretize the policy of closely linking economic development and environmental protection, towards the goal of average GDP growth in the period 2026 - 2030 from 10%/year or more.
Context and urgent goals
In Vietnam, the requirement to protect the environment is becoming increasingly urgent as air pollution in major cities, water pollution, and the rapid increase in domestic solid waste and plastic waste are developing complicatedly. In fact, environmental protection movements have been implemented in recent times but still lack linkage, are not sustainable and have not become a regular lifestyle in the community.
The implementation of the new emulation movement aims to create synchronization from the Central to the grassroots levels, mobilizing the participation of the entire political system and people from all walks of life.
5 core emulation contents
According to the Project, the emulation movement is implemented with 5 specific contents, associated with each target group:
First, emulation to build "Green - clean - beautiful family": Requesting households to maintain "Clean house - Clean kitchen - Clean alley", carry out waste sorting at source, dump waste in accordance with regulations and minimize the use of disposable plastic products.
Second, emulation to build "Green - clean - beautiful residential area": Ensuring no accumulated waste, spontaneous landfills; clean and beautiful village roads and alleys, no encroachment and having environmental self-management groups.
Third, emulation to build "Green - clean - beautiful communes and wards": Organize good garbage collection, maintain clean and beautiful fields, canals, rivers, and beaches, and periodically launch environmental sanitation campaigns.
Fourth, emulation to build "Green - clean - beautiful agencies, units, and schools": Building a landscape of workplaces without garbage, forming a green and environmentally friendly lifestyle for officials, employees, and students.
Fifth, emulation to build "Green - clean - beautiful businesses and production facilities": Compliance with environmental laws, having solutions to apply clean technology in production and minimize waste generation.
Establish a community monitoring team and clearly assign roles
A key solution of the Project is to establish and maintain "Community Environmental Monitoring Teams" in all residential areas. This organization, headed by the Chairman of the Veterans Association, is responsible for monitoring the compliance with environmental laws, monitoring and promptly reflecting violations in the area.
The project also assigns specific tasks to member organizations. In which, the Vietnam General Confederation of Labor presides over the implementation among workers and laborers; launches the "Green - Clean - Beautiful Office" model, "Employplace without trash"; coordinates the implementation of "Green Business" and simultaneously implements the "9th working hour" model.
The Central Farmers' Union deploys the model "Green - clean - garbage-free fields". The Central Youth Union maintains "Green Sunday", building an "environmental ambassador" force among students. The Central Women's Union promotes the model "5 No, 3 Clean Families". The Veterans Association acts as the core in community supervision.
Regarding organizational work, the Movement Steering Committees at all levels will be established, headed by the Chairmen of the Vietnam Fatherland Front Committees at all levels. It is expected that the Movement Launching Ceremony and the Call of the Presidium of the Central Committee of the Vietnam Fatherland Front will be held on World Environment Day (June 5, 2026). Periodically, localities and grassroots levels that achieve typical achievements will be considered, commended and rewarded at all levels.
