On the morning of August 21, the Central Committee of the Vietnam Fatherland Front held a conference to give comments on the draft Resolution of the National Assembly Standing Committee detailing and guiding the organization of voter conferences; introducing candidates for People's Council delegates at the commune level in villages and residential groups; consulting and introducing candidates, National Assembly delegates, and People's Council delegates in additional elections; Joint Resolution guiding the process of consulting and introducing candidates for 16th National Assembly delegates, People's Council delegates at all levels for the 2026-2031 term.
Mr. Hoang Cong Thuy - Vice Chairman of the Central Committee of the Vietnam Fatherland Front; Prof. Dr. Tran Ngoc Duong - Chairman of the Advisory Council on Democracy and Law chaired the conference.

Speaking at the opening of the conference, Mr. Hoang Cong Thuy said that in order to prepare for the election of 16th National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term, implementing the assignment of the National Election Council, the Central Committee of the Vietnam Fatherland Front was assigned to develop 2 legal documents, including:
The joint resolution of the National Assembly Standing Committee, the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front guides the negotiation process, introducing candidates for 16th National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term (replacing Joint Resolution No. 09).
The Resolution of the National Assembly Standing Committee stipulates in detail the guidance on organizing voter conferences; introducing candidates for People's Council delegates at the commune level in villages and residential groups; consulting and introducing candidates for delegates, making a list of candidates for National Assembly delegates and People's Council delegates in additional elections (replacing Resolution No. 1186).
To develop draft Resolutions, the Standing Committee of the Central Committee of the Vietnam Fatherland Front has issued a Plan and Decision to establish a Drafting Committee and an Editorial Team with the participation of representatives of agencies of the National Assembly, the Government, relevant ministries, departments, and socio-political organizations; directed specialized units to review and synthesize difficulties and problems related to bargaining, introducing candidates and organizing voter conferences of the previous term.
Along with that, organize meetings and send draft opinions to experts, scientists, members of the drafting committee, editing groups, relevant agencies, organizations, individuals and Vietnam Fatherland Front Committees of provinces and cities across the country.
Mr. Hoang Cong Thuy said that these Draft Resolutions are very important guiding documents, a foundation for implementing the next steps of the election process, ensuring democracy, unity, transparency, and compliance with the law in the entire election process, especially for participation in the election work of the Vietnam Fatherland Front system at all levels, and a legal basis to improve the quality of National Assembly deputies and People's Council deputies at all levels and successfully conduct the election.
Mr. Hoang Cong Thuy said that the Standing Committee hopes that the delegates will express their opinions and directly contribute to the draft Resolutions, focusing on the following issues:
Regarding the Resolution of the National Assembly Standing Committee: Regulating the authority to convene and chair electorate conferences at workplaces; forms of organizing electorate conferences at workplaces; on the number of voters at residence for candidates for National Assembly deputies, People's Council delegates; number of voters at the Conference of voters introducing people of the village or residential group to contest People's Council delegates at commune level; forms of organizing electorate conferences at residenceplaces...
For the draft Joint Resolution: Timelines for implementing consultations and introducing candidates for National Assembly deputies and People's Council deputies at all levels; on ensuring consistency with current regulations on local government at two levels; on the composition of meetings to introduce people of agencies, organizations, and units running for National Assembly deputies and candidates for People's Council deputies at all levels.
Mr. Hoang Cong Thuy said that the Standing Committee is very receptive, listening and fully absorbing the profound and comprehensive opinions on the two draft Resolutions to continue editing and completing the draft documents to submit to the National Assembly Standing Committee, the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front.
At the conference, delegates contributed many opinions, focusing on regulations to improve and innovate the quality of National Assembly and People's Councils at all levels in the coming time, serving the goal of moving towards an era of prosperity and happiness for the country.
