The contest is organized and implemented under the direction of the Standing Committee of the Central Committee of the Vietnam Fatherland Front, aiming to mobilize the intelligence and social responsibility of experts, architects, engineers, scientists, businesses and the community in proposing works and solutions to adapt and prevent natural disasters suitable to the actual conditions in Vietnam.
Speaking at the launching ceremony, Mr. Cao Xuan Thao - Vice Chairman of the Central Committee of the Vietnam Fatherland Front, emphasized the humanistic meaning and social responsibility of the contest. According to him, disaster prevention and control is not only the task of state management agencies but also the responsibility of the whole society, requiring early preparation with intelligence, initiative and community resources.
This is not just an ordinary technical and artistic design competition, this is a humane activity, spreading the spirit for the community, calling on and mobilizing the whole society to join hands, build a stable and sustainable development community, for the happiness of the people," said Mr. Cao Xuan Thao.
Mr. Cao Xuan Thao said that the most important thing about the contest is not only to find beautiful works or new ideas, but to "find solutions that can go into life; designs suitable for the natural, economic, and cultural conditions of each region and locality; models that can be widely applied to protect the lives, property and livelihoods of the people from natural disasters".
According to the organizers, Vietnam is entering a new stage of development with the requirement of rapid and sustainable development, while climate change and natural disasters are increasingly extreme, unusual, and difficult to predict. Natural disasters not only cause damage to people, property, infrastructure but also directly affect the lives of millions of people and the socio-economic development process of the country.
In that context, disaster prevention and control work needs to strongly shift from passive response to proactive prevention and adaptation. Besides disaster relief activities, research and design of safer works, more effective adaptive models and solutions suitable to the natural, economic, and cultural conditions of each region are of particular importance.
The contest is identified not only as a professional creative playground but also as a forum to connect social intelligence, encouraging ideas with practical application potential. The Organizing Committee expects the entries not to stop at design ideas but to aim for feasibility in construction, transfer and replication.
The contest content focuses on 4 main product groups. Group 1 is multi-purpose community houses for disaster prevention and control, serving population evacuation, preserving relief goods, community activities, managing disaster prevention and control or gathering people's property when natural disasters occur.
Group 2 is civil works to avoid floods such as flood overpasses, flood shelters, concentrated shelters in flood-prone areas. Group 3 is natural disaster-resistant housing for households, meeting safety requirements, suitable for economic conditions and each climate region. Group 4 is other solutions such as new materials, modular assembly, emergency works, technology application, digital transformation and technical solutions to serve disaster prevention and response.
One of the long-term goals of the competition is to form a library of model works and solutions for disaster adaptation and prevention. Typical plans will be researched, completed, and systematized into open data sources, serving ministries, branches, localities, training institutions and communities in planning, construction, and post-disaster reconstruction.
