In the context of the country entering a new stage of development with many intertwined opportunities and challenges, promoting the people's right to mastery in participating in building and perfecting institutions is of particular importance. This is not only an objective requirement of the renovation process, but also a foundation to consolidate social trust and strengthen the great national unity bloc.
Consolidating and promoting the strength of the great national unity is an urgent requirement, a strategic task.

The policy of promoting socialist democracy, ensuring the people's right to mastery in building policies and laws has been clearly stated in the Document of the 13th National Congress of the Party: "Promoting the role of the subject, the central position of the people in the country's development strategy, throughout the process of building and protecting the Fatherland. Promoting socio-political positivity, wisdom, rights and responsibilities of the people to participate in building and rectifying the Party, building a socialist rule-of-law state, the Fatherland Front and socio-political organizations, building a contingent of party members, cadres, and civil servants...".
The Law on the Vietnam Fatherland Front (amended and supplemented in 2025), in Article 1, has specific regulations on the role and tasks of the Vietnam Fatherland Front in promoting the people's right to mastery, gathering and promoting the strength of national unity: "The Vietnam Fatherland Front is a part of the political system of the Socialist Republic of Vietnam; is the political basis of the people's government; gathering and promoting the strength of national unity; expressing the will, aspirations and promoting the people's right to mastery; representing and protecting the legitimate and lawful rights and interests of the people; implementing democracy, strengthening social consensus; supervising and criticizing society; reflecting the opinions and recommendations of the people to state agencies; participating in building the Party, State, and people's foreign affairs activities, contributing to building and protecting the Fatherland".
In practice, people participate in building and perfecting institutions, policies, and laws through agencies, organizations, and elected delegates. These are organizations and individuals representing the people such as the Vietnam Fatherland Front, socio-political organizations, member organizations of the Front, the People's Inspection Committee, the Community Investment Supervision Board at the commune level; National Assembly deputies, People's Council deputies at all levels; at the same time, people participate in building and perfecting institutions, policies, and laws through the press, through information, media, and social networks.
With the above forms, in the past time, the promotion of the people's right to mastery in participating in building and perfecting institutions, policies, and laws, contributing to strengthening and consolidating the great national unity bloc through the organization and activities of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned tasks by the Party and State, has achieved some outstanding results. Especially, actively participating in contributing opinions to build the Party and build the government through effectively implementing Decision No. 218-QD/TW dated December 12, 2013 of the Politburo (XI term) promulgating Regulations on the Vietnam Fatherland Front, socio-political organizations and people participating in contributing opinions to build the Party and build the government with many practical contents such as: Participating in contributing opinions to draft resolutions, directives, regulations and Party documents directly related to the legitimate and lawful rights and interests of the people, functions and tasks of the Vietnam Fatherland Front; contributing opinions to draft political reports of Party committees and Party organizations before each Congress
In the third and fourth quarters of 2025, practically responding to the large-scale political activity in the entire Party, army, and people, the Vietnam Fatherland Front Committee and member organizations actively participated in contributing opinions to build documents for Party congresses at all levels and Documents for the 14th National Party Congress. The Vietnam Fatherland Front system has collected 527,764 comments through direct and telegram forms.
Along with that is participating in contributing opinions to state agencies and organizations in performing the functions and tasks of agencies and organizations according to the provisions of the Constitution and laws; contributing opinions on institutionalizing, concretizing and organizing the implementation of resolutions of the Party, National Assembly, People's Councils and legal normative documents; contributing opinions on the implementation of administrative reform; preventing and combating corruption, wastefulness, and negativity; contributing opinions on the implementation of legal normative documents on democracy at the grassroots level; citizen reception and settlement of citizens' complaints and denunciations...
The Vietnam Fatherland Front Committee, socio-political organizations at all levels regularly listen to, gather, and summarize opinions and recommendations of voters and people; periodically coordinate to organize voter meetings and summarize opinions and recommendations of voters and people to Report on summarizing opinions and recommendations of voters and people at each National Assembly and People's Council meetings at all levels; and at the same time reflect and propose to Party committees at all levels, to State agencies, so that the Party and State can promptly grasp the thoughts and legitimate aspirations of the People, detect arising problems, limitations, and inadequacies in guidelines and policies, thereby having adjustments, amendments, and supplements to be appropriate.
Participation in building and perfecting the legal system is also actively implemented by the Vietnam Fatherland Front and socio-political organizations.
The Vietnam Fatherland Front and socio-political organizations have promoted their role in contributing opinions to draft legal documents, actively participating in contributing opinions to the program of building laws and ordinances for the entire term of the National Assembly annually before the National Assembly considers and decides. Proactively proposing to the Government and the National Assembly Standing Committee to institutionalize contents related to democracy, people's livelihoods, the gathering and building of the great national unity bloc, the rights and responsibilities of the Vietnam Fatherland Front...
It can be affirmed that the work of participating in building legal normative documents of the Vietnam Fatherland Front has made an important contribution to providing a legal basis to promptly adjust social relations related to the gathering and building of the great national unity bloc; implementing socialist democracy, strengthening social consensus; representing and protecting the legitimate and lawful rights and interests of the people, members, and union members and improving the effectiveness of movements chaired or coordinated by the Vietnam Fatherland Front and member organizations.
In particular, in the process of implementing resolutions and conclusions, directions of the Central Party Committee, resolutions of the National Assembly and the Government on the policy of arranging and streamlining the organizational structure of the political system, including the Vietnam Fatherland Front, socio-political organizations, mass organizations assigned tasks by the Party and State and implementing the model of local government at 02 levels, the Vietnam Fatherland Front system and member organizations at all levels have actively participated in contributing opinions to amend and supplement many relevant legal regulations. Such as participating in the process of building and collecting people's opinions to amend and supplement a number of articles of the Constitution of the Socialist Republic of Vietnam in 2013 in the Vietnam Fatherland Front system. The Vietnam Fatherland Front Committees at all levels and member organizations have closely followed Directive No. 18-CT/TW dated October 26, 2022 of the Secretariat of the Party Central Committee to implement social supervision and criticism activities: The Standing Committee of the Central Committee of the Vietnam Fatherland Front has implemented the development of a Project to innovate and improve the quality and effectiveness of social supervision and criticism work of the Vietnam Fatherland Front and socio-political organizations in the period 2024 - 2029; consulted with member organizations to issue the Social Supervision and Criticism Plan of the Central Committee of the Vietnam Fatherland Front in the year, as a basis for orienting the social supervision and criticism work of the Vietnam Fatherland Front system.
Regarding supervision work, the Central Committee of the Vietnam Fatherland Front and socio-political organizations at the Central level shall base on the actual situation to preside over the implementation of supervision contents. Periodically, the Standing Committee of the Central Committee of the Vietnam Fatherland Front has sent the Supervision Report of the Vietnam Fatherland Front and post-supervision recommendations to the National Assembly, competent agencies and monitored, urged, and supervised the resolution of recommendations and proposals.
In localities, closely following the direction of the Central Committee of the Vietnam Fatherland Front, the Standing Committee of the Fatherland Front Committees of provinces/cities has chaired and consulted with socio-political organizations, seeking opinions from Party committees, based on practical conditions to issue plans for supervision and social criticism. The Fatherland Front Committees of provinces/cities have selected and organized supervision focused on issues of concern to the people, fields directly related to the legitimate and lawful rights and interests of the people such as: The implementation of Party guidelines, State policies and laws, the implementation of resolutions, projects, and programs in localities; social security policies; administrative reform work; the implementation of grassroots democracy regulations; supervision of the implementation of laws on citizen reception and settlement of citizens' complaints and denunciations; supervision of the implementation of laws on environmental and land management... According to the 2025 statistical data report, the Vietnam Fatherland Front Committees at all levels in localities have chaired the organization of 14,814 supervision sessions, of which 1,638 supervision sessions were organized at the provincial level, 13,176 sessions were organized at the commune level; participated in 10,203 supervision sessions with agencies and organizations in localities, of which 500 sessions were participated at the provincial level, and 9,703 sessions were participated at the commune level.
Regarding social criticism activities, in order to innovate methods and improve the quality of activities, the Central Committee of the Vietnam Fatherland Front organized a Conference to orient a number of contents that need to focus on social criticism for the draft Law; invited experts and scientists in the legal field to study and conduct in-depth criticism on important and basic contents of the draft Law. Therefore, the written criticism and comments are highly appreciated, as a basis for the responsible agency to appraise and evaluate the Project for discussion; many social criticism opinions are absorbed and studied by the drafting agency to supplement and complete the Draft, ensuring compliance with the Party's documents, ensuring constitutionality, unity, synchronicity with the legal system, and improving the efficiency of state management.
The Vietnam Fatherland Front Committees at all levels have also selected appropriate social criticism contents and issues, focusing on criticizing draft Resolutions and Projects in localities, and criticizing policies and laws related to the legitimate rights and interests of the people. Many opinions and recommendations of the Vietnam Fatherland Front Committees and socio-political organizations at all levels have been received by agencies, which are important and necessary information channels to help Party committees and authorities when considering and deciding on issues in leadership and management, contributing to promoting the people's right to mastery in participating in building a clean and strong Party, building a socialist rule-of-law state of the people, by the people, for the people.
According to the report, in 2025, the Vietnam Fatherland Front Committees at all levels organized 9,576 social criticism meetings, of which 2,716 were organized at the provincial level and 6,860 at the commune level.
Regarding promoting the people's right to mastery in building and supervising the implementation of laws on democracy at the grassroots level: Every year, the Vietnam Fatherland Front and socio-political organizations at all levels have coordinated to organize direct dialogue conferences between the heads of Party committees and authorities with union members, association members and people. Through dialogue, many specific contents have been proposed, helping Party committees and authorities adjust and supplement policies in accordance with reality and are agreed upon and supported by the people's public opinion, contributing to promoting the people's right to mastery, building and consolidating the great solidarity bloc at the grassroots level. In 2025, the Fatherland Front at all levels organized 3,415 direct dialogues to contribute opinions and recommendations to policy drafts in localities.
The Vietnam Fatherland Front Committee continues to promote its role in implementing democracy at the grassroots level, focusing on improving the quality and efficiency of the People's Inspection Board and the Community Investment Supervision Board; focusing on consolidating, consolidating, and promptly guiding the organization and operation of the People's Inspection Board and the Community Investment Supervision Board after arranging commune-level administrative units.

Orientation, tasks, and solutions in the 14th Party Congress term are aimed at continuing to promote the people's right to mastery in participating in building institutions, policies, and laws, contributing to building, consolidating, and promoting the strength of the great national unity in the new period.
The country is entering a new era - the era of national rise, for a peaceful, independent, democratic, rich, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism. To join the entire Party, people and army in realizing this goal, the Fatherland Front system, socio-political organizations and mass organizations assigned by the Party and State to closely follow the guiding viewpoints of the Central Executive Committee, the Politburo, the Secretariat, especially the guiding speech of Comrade General Secretary To Lam at the Congress of the Fatherland Front Party Committee and Central Agencies, term 2025 - 2030 and the content of the action program orientation for implementing the Resolution of the 14th Party Congress with specific solutions as follows:
First, Promote the people's right to mastery in the work of consulting and electing National Assembly deputies of the XVI term and People's Council deputies at all levels for the 2026 - 2031 term. In which, promote the people's right to mastery in introducing and selecting typical people, worthy of representing the will, aspirations and right to mastery of the people; promote the supervisory role of the people, the Vietnam Fatherland Front Committee and socio-political organizations at all levels in implementing the provisions of the law on elections to ensure democratic, fair and lawful elections.
Second, research and propose to the Party and State to continue to improve operating mechanisms and policies so that the Fatherland Front and organizations and mass organizations can participate widely in supervision and social criticism activities, participate in building the Party's guidelines, policies and laws of the State. Build and promote "self-management - autonomy - self-supervision" models in residential communities, closely linking the government and people, and practicing democracy at the grassroots level.
Continue to implement Directive No. 18-CT/TW of the Secretariat on promoting the role, improving the quality and effectiveness of social supervision and criticism work of the Vietnam Fatherland Front and socio-political organizations.
Effectively implement the role, rights, and responsibilities of the Vietnam Fatherland Front, socio-political organizations and people participating in contributing opinions to build the Party and government according to Decision No. 218-QD/TW dated December 12, 2013 of the Politburo. Coordinate to effectively organize direct dialogue between the heads of Party committees and governments and the people. Develop a mechanism for the People to directly participate in contributing opinions and reflecting to the Party on manifestations of degradation in political ideology, morality, and "self-evolution", "self-transformation" lifestyle of cadres and party members.
Third, promote the implementation of the Law on Implementation of Democracy at the Grassroots Level, well implement the motto "people know, people discuss, people inspect, people supervise, people benefit", implement the law on democracy and strengthen inspection and supervision of implementation. Fifth, Focus on applying information technology and digital transformation in supervision and social criticism, monitoring and supervising the reception of opinions, recommendations and implementation of activities of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned tasks by the Party and State.
Sixth, strengthen and improve the quality of activities of the advisory councils of the VFF and member organizations at all levels; build regimes and policies to encourage the use of experts and collaborators in the activities of the Vietnam Fatherland Front; strengthen consultations with scientists to listen to opinions, suggestions and gather, reflect, and recommend to the Party and State on important issues of the country, policies and guidelines that many people are interested in, directly related to the legitimate and lawful rights and interests of the people. Develop and submit to the Politburo for promulgation and implementation of the Project on the Strategy for National Great Unity to 2030, vision to 2045.
