Towards the 14th National Party Congress, cadres, party members and people from all walks of life are placing full faith in the strategic decisions of the Party Central Committee to promote socio-economic development.
Historical decisions
Looking back at the journey of the 13th Party Congress term, Master Cao Hong Ky, Chairman of the Union of Science and Technology Associations of Tuyen Quang province, said that this is a period of historical decisions, proving the Party's steadfast bravery in the face of all storms. The most prominent imprint is the reorganization of the country's development space, an unprecedented revolution often likened to "rearranging the country".
Parallel to the repositioning of administrative boundaries is a profound reform of the political system to build a streamlined, effective and efficient apparatus. This revolution took place synchronously from the Central to local levels, covering the entire Party, National Assembly, armed forces to the Fatherland Front. Agencies with similar functions have been merged, eliminating overlap.
According to Master Cao Hong Ky, the highlight in the past term was the work of ensuring social security, proving the superiority of the policy of putting the people at the center. Master Cao Hong Ky pointed out that the resources saved from streamlining the apparatus have been reinvested by the Party and the State for the people.
Humanitarian policies such as: tuition fee exemption and reduction, building border schools, improving medical capacity and the roadmap towards hospital fee exemption by 2030 have strengthened the people's absolute trust in the Party.
Especially, on the occasion of the 80th anniversary of the August Revolution, the spiritual gift for the entire people to celebrate Independence Day created excitement and deep gratitude to the Party and the Government.
In addition, digital transformation has become a strong wave of spreading. With the decisiveness of the Prime Minister's Project 06 on developing population data applications, electronic identification and authentication to serve national digital transformation in the period 2022-2025, vision to 2030", Vietnam has issued nearly 80 million citizen identification cards with chips and activated tens of millions of VNeID accounts, providing thousands of convenient online public services.
These advances have increased Vietnam's e-Government ranking by 15 places according to the United Nations assessment. Businesses are also not standing outside when actively applying AI, IoT and Big Data to production, putting Vietnam in the group of leading countries in terms of mobile application downloads.
Towards the 14th Party Congress, Master Cao Hong Ky placed high expectations that 2026 will create a strong breakthrough with a growth target of over 10%, accompanied by the greening of the economy, macroeconomic stability, handling weak businesses and stabilizing the real estate market.
In particular, people across the country expect fairness and humanity, where children in difficult areas have "hot meals, warm classrooms" and all people have the opportunity to rise up.
In which, intellectuals of Tuyen Quang province expect the Congress to propose specific mechanisms and stronger decentralization for localities in managing and implementing science and technology projects, helping to shorten the development gap between Tuyen Quang and the delta provinces.
It is hoped that the Central Government will innovate the financial management mechanism for scientific research activities in the direction of "accounting for expenditures to the final product", helping to reduce the burden of administrative procedures and create conditions for scientists to focus on their expertise.
The Union of Science and Technology Associations of Tuyen Quang province also expects the document of the 14th Party Congress to establish a clear roadmap to support Tuyen Quang in building synchronous digital infrastructure, helping strengths such as: High-tech agriculture and forestry economy to have a leap in productivity through technology application; building startup support centers right in the locality, connecting young intellectuals with capital resources and markets," Master Cao Hong Ky emphasized.
To make science and technology a direct driving force for growth
From the reality of legislative and management activities, Dr. Nghiem Vu Khai, former Vice Chairman of the Vietnam Union of Science and Technology Associations, assessed that during the XIII Party Congress term, Vietnam's industrialization and modernization strategy has made important changes, not only stopping at building factories or industrial parks but focusing on depth, based on the foundation of science and technology and innovation.
Through researching the Draft Document of the 14th Party Congress, Dr. Nghiem Vu Khai said that Vietnam has taken a leap forward when for the first time establishing science and technology - innovation - digital economy as a direct production force, a pillar to create productivity and national competitiveness. This is a very fundamental shift in thinking, approaching the model of developed countries such as Japan, South Korea or Germany.
This change means that science and technology is no longer isolated but is directly linked to new growth pillars such as: Digital economy, AI, data, semiconductor technology and green energy transition...
However, Dr. Nghiem Vu Khai believes that instead of managing in an administrative way, the State needs to design institutions so that science and technology become a direct driving force for growth, closely linked to indicators reflecting production results (TFP) and labor productivity.
This is a strong step forward from "administrative linkage" to "market linkage", where businesses lead the technology demand while institutes and schools provide knowledge.
To improve institutions to turn science and technology from a policy to a direct driving force to help Vietnam escape the middle-income trap, Dr. Nghiem Vu Khai proposed a synchronous policy system from training, use to remuneration for young scientists and intellectuals.
In which, training must be linked to business needs, value chains and practical problems of the economy. Fields such as STEM, AI, data and green technology will be top priorities in education innovation. Human resource use needs to increase maximum autonomy for institutes and schools in recruitment and salary payment, implementing assessments based on products and economic impacts instead of seniority.
In particular, expanding the testing mechanism (sandbox) for new technologies and models will create a safe space for intellectuals to venture into risky breakthroughs.
Dr. Nghiem Vu Khai believes that investing in intellectuals must be considered a long-term strategic investment for national infrastructure. Therefore, it is necessary to reform salaries according to contribution capacity, expand ownership and benefits from intellectual property and have special mechanisms to attract good experts both domestically and internationally.
With firm belief in the Party's leadership, the intellectual team nationwide is determined to turn the guidelines and policies of the 14th Party Congress into specific action programs.
This is an important lever for science, technology and innovation to truly become a strong driving force, contributing to building a country that is increasingly prosperous, happy and striving in the new era.
