Tay Nha Trang Ward informs about the criteria for candidates for Head of Residential Group

Khanh Hoa - The Vietnam Fatherland Front Committee of Tay Nha Trang ward emphasized the standards when electing the head of the residential group for the 2026-2031 term.

On August 4, the Standing Committee of the Vietnam Fatherland Front Committee of Tay Nha Trang ward organized the implementation of the expected Work Guidelines, introducing candidates for Heads of Residential Groups for the 2026-2031 term.

At the conference, the Vietnam Fatherland Front Committee of the ward thoroughly grasped Guidance No. 04/HD-MTTQ-BTT dated August 3, 2026 on the expected work and introduction of candidates for the term 2026-2031 of the residential group head.

The content focuses on guiding the process, principles, standards for candidates, participants and implementation steps to ensure that personnel introduction is carried out democratically, publicly, transparently, and in accordance with the law.

According to the guidance, the selection and introduction of candidates must be based on Article 7 of the Regulations issued together with Decision No. 49/2026/QD-UBND of Khanh Hoa Provincial People's Committee.

The person recommended for candidacy must be a Vietnamese citizen permanently residing in the ward from 21 years old or older. Priority is given to people of working age and not over 65 years old at the time of being recommended for election.

At the same time, they must ensure health, have good moral qualities, prestige in the residential community, and be exemplary themselves and their families in complying with the Party's guidelines, policies, laws of the State and local regulations.

Regarding qualifications, candidates must graduate from high school or higher; it is encouraged to have professional qualifications from intermediate level suitable to the operating requirements of the residential group.

In addition to the standards of qualities and qualifications, candidates need to have the ability to mobilize and gather people to perform self-management tasks in residential areas.

Must be able to apply information technology, use smartphones and digital platforms to serve work; be able to implement planning, summarizing, statistics, reporting and management of records according to regulations.

Notably, the application of standards must be in accordance with the provisions of Article 7 of the Regulation issued with Decision No. 49/2026/QD-UBND of Khanh Hoa Provincial People's Committee, without setting additional conditions to limit the right to self-nomination and nomination of citizens.

Current regulations also do not define party members as mandatory standards for candidates for heads of residential groups.

The list introduced by the Front Work Committee is not a closed list. At the voters' conference, representatives of households still have the right to self-nominate or nominate eligible people as prescribed.

According to the plan, the Fatherland Front Committees of residential groups must complete the expected work, introduce personnel and send minutes to the Ward People's Committee no later than August 8.

After that, the Ward People's Committee will establish an Election Team before August 13, and publicize relevant decisions before August 16 to prepare for the residential community meeting to elect the head of the residential group on August 23.

Khanh Hoa has implemented the arrangement of 1,233 villages and residential groups (including 683 villages and 550 residential groups) and 1 residential cluster, into 880 villages and residential groups (including 521 villages and 359 residential groups).

After arrangement, the whole province reduced 353 villages and residential groups, reaching a rate of 28.6%. In which, the number of villages decreased by 162 units, equivalent to 23.7%; the number of residential groups decreased by 191 units, equivalent to 34.7%.
