From the "hot spot" of environmental pollution to the "Green Sunday" movement
Before July 2025, the East 1 and East 2 canals, Lien Hoa ward used to be a "hot spot" for environmental pollution when household waste was discharged directly into the canal, causing stagnant water, giving off a foul smell, affecting people's lives.
Implementing the direction of the Ward Party Committee, the Front Working Committee of Dong 2 Quarter has coordinated with organizations and unions to mobilize people to carry out the "Green Sunday" general cleaning, dredging the canal bed, clearing the flow and planting trees to create a landscape.
Ms. Cao Thi Cham - Head of the Front Work Committee of Dong 2 residential area - shared: "To help people actively respond, we mobilized all forces of the residential area to participate: Youth Union, Women's Union, Veterans Association, Farmers' Association, Elderly... Each member sets an example and mobilizes the family to participate.
It is called Green Sunday but in fact it is on both Saturday and Sunday. During peak days, leaders of the Party Committee, Ward People's Committee and service center staff directly participated in cleaning. The government also supports vehicles, excavators, and garbage trucks, so the work is implemented quickly and effectively".
The "Green Sunday" movement launched by Lien Hoa ward right after the completion of the two-level government model has become a regular activity, attracting a large number of cadres, union members, association members and people to participate.
As of November 2025, the ward has mobilized over 6,000 cadres and people to participate in general cleaning, sweeping, planting trees on more than 20km of roads and alleys and dredging many drainage canals.
Mr. Duong Van Hao, Secretary of the Lien Hoa Ward Party Committee, said: "The role of the Fatherland Front here is very important - a bridge between the Party, the government and the people, a core force in mobilizing, supervising and organizing movements.
The ward determined that environmental sanitation work must be implemented regularly and continuously. On weekends, we will mobilize more cadres and party members to clean up, take care of trees, dredge drainage ditches with the people. At the same time, promote to help people form the habit of self-consciously preserving the environment, joining hands to build a civilized, green - clean - beautiful urban area".
The role of social criticism of the Fatherland Front
Phong Coc ward is also a bright spot in mobilizing people to carry out the urban renovation movement, improve technical infrastructure and improve the quality of existing residential areas.
After reviewing, the ward determined that there are 11 projects that need investment in upgrading technical infrastructure and urban embellishment, prioritizing traffic items, preventing flooding, entertainment areas, ensuring traffic safety and fire prevention and fighting.
The total investment for the projects is expected to be over 62 billion VND, mobilized from the provincial and local budgets and the participation and support of the people.
To effectively implement, Phong Coc Ward Party Committee has held a meeting with Party Cell Secretaries, heads of areas, heads of the Front Work Committees of neighborhoods to agree on a plan, closely following the motto "People know, people discuss, people do, people inspect, people benefit".
The road to Lane 16, Nha Mac Street, Yen Hai 8 area - over 300m long, put into use for more than 10 years - is degraded, flooded 30cm deep every time there is heavy rain. This is one of 11 projects invested in and renovated by the ward in 2025. After a short period of propaganda and mobilization, 100% of households have agreed to implement the project.
Mr. Pham Van Ba, Yen Hai 8 area, Phong Coc ward - said: "Renovation of this road has been the desire of the people for a long time. The implementation of the project also demonstrates the role of social criticism of the frontline working committee, in the face of people's issues, protecting the legitimate and legal rights and interests of the people. Therefore, when the project is implemented, the people are very happy. On November 15, the project will start construction, we people are very happy.
Currently, localities in Quang Ninh province are simultaneously implementing Plan No. 272/KH-UBND of the People's Committee of Quang Ninh province on "Building and improving the quality of urban areas and residential areas, aiming to turn Quang Ninh into a centrally-run city before 2030".
The three key groups of tasks include: Renovation of transport infrastructure, flood resolution and development of public space - all of which will have the active participation of the Vietnam Fatherland Front and socio-political organizations in propaganda, supervision, and mobilization of people to join hands with the government in implementation.
Practice in Lien Hoa and Phong Coc shows that when the Fatherland Front and mass organizations truly promote their core role and are attached to the people, when each person becomes the subject of the movement, the work of urban embellishment and environmental protection will be widely spread, sustainably - contributing to building Quang Ninh to be increasingly green, clean, beautiful and livable.
