On the afternoon of November 17, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of 10 laws related to security and order.
Regarding the Law on Road Traffic Order and Safety (TTATGT), delegate Pham Van Hoa (Dong Thap delegation) said that the draft law stipulating the installation of journey monitoring equipment and recording equipment for drivers and in the passenger compartment is necessary; however, it is necessary to assess the full, objective impact, have a field survey and collect opinions from the affected subjects of this regulation.
The delegate recommended that this regulation should only be applied to public vehicles and commercial vehicles, while private vehicles should not be mandatory because it affects the private life of citizens.
On the other hand, it is necessary to clearly stipulate who has the authority to access camera data, what purposes to use it for, avoid abuse of power and ensure information security.
Regarding the regulation on working hours for drivers, the delegate said that driving is a type of labor with a special nature, which cannot be completely applied as the Labor Code.
He suggested that it is necessary to clearly stipulate the driving time of the day, month, year and overtime to ensure health and traffic safety.
"The regulation that drivers are not allowed to drive for more than 4 consecutive hours is correct; however, it is necessary to clarify cases of traffic jams, accidents, and stops in the middle of the road. For example, a driver sitting motionless due to 1-2 hours of traffic jams is considered a break or not? This is a point where the implementation force needs to have specific and transparent instructions to avoid applying machinery," the delegate added.

Also discussing, delegate Chu Thi Hong Thai (Lang Son delegation) said that the draft law does not clearly stipulate the principle of using image data of passenger airports, subjects with access to data, access conditions, access control mechanisms as well as requirements to prohibit the use or sharing of data outside the permitted scope of law.
"This space can lead to abuse, misuse or illegal sharing of image data, affecting the legitimate rights and interests of citizens", the delegate commented.
At the end of the discussion session, General Luong Tam Quang - Politburo member, Minister of Public Security said that the drafting agency will fully absorb and continue to study and carefully assess the impact on the regulations on installing image recording equipment in passenger transport cabinets.
The Minister affirmed that the collected image data will be protected in accordance with the provisions of law, and all violations or misuse will be strictly handled.
The regulation only applies to commercial passenger transport vehicles, that is, public passenger compartments, not applicable to personal vehicles.
Regarding the regulations on installing journey monitoring devices, Minister Luong Tam Quang said that currently, newly manufactured cars in the world have integrated GPS journey monitoring devices.
The application of journey monitoring devices helps control driving time, speed, and vehicle routes, thereby ensuring safety for passengers, drivers and other vehicles traveling on the road.
