On the morning of October 21, in Hanoi, Mr. Do Van Chien - Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Fatherland Front (FFF), Central organizations, Chairman of the Central Committee of the Vietnam Fatherland Front - chaired a meeting to give opinions on the content of the 1st Congress of the Vietnam Fatherland Front of Bac Ninh province, term 2025-2030.
Attending the meeting were Mr. Nguyen Hong Thai - Member of the Party Central Committee, Secretary of the Bac Ninh Provincial Party Committee; leaders of the Provincial Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of Bac Ninh province, and leaders of the Departments and units of the Central Committee of the Vietnam Fatherland Front.
Presenting the draft Political Report of the Vietnam Fatherland Front Committee of Bac Ninh province at the 1st Provincial Fatherland Front Committee Congress, term 2025-2030, Ms. Nguyen Thi Ha - Chairwoman of the Vietnam Fatherland Front Committee of Bac Ninh province - stated that with the theme "Solidarity - Democracy - Innovation - Development", the congress determined to enhance the core political role of the Vietnam Fatherland Front and socio-political organizations; innovate the content and methods of operation; promote democracy and the strength of national solidarity; contribute to building Bac Ninh province into a centrally-run city before 2030.
The Congress proposed breakthroughs: Promoting digital transformation in the Front system, effectively deploying document management software, electronic records, digital signatures and online meetings in the Front system; implementing data connection between the Front, socio-political organizations, mass organizations assigned by the Party and the State to the Party and government agencies, while developing a digital database on the management of union members and association members, contributing to improving the effectiveness and efficiency of the Fatherland Front at all levels.
Strongly innovate the content and methods of operation of the Fatherland Front at all levels; improve the quality and effectiveness of propaganda, mobilization, supervision and social criticism to promote the role of representing, gathering and uniting all classes of people, meeting the requirements of tasks in the new period.
Regarding personnel structure, the number of members of the Provincial Vietnam Fatherland Front Committee, term I, 2025-2030 is expected to be 120 members, including representatives of member organizations; Chairmen of the Vietnam Fatherland Front Committees of communes and wards; individuals who are experts in a number of fields and outstanding individuals in organizations, classes, ethnic groups, religions, artists, scientists, entrepreneurs, enterprises; overseas Vietnamese and full-time staff of the Vietnam Fatherland Front Committee of Bac Ninh province.
In which, the combined structure of female delegates accounts for 23.5%; Non-Party people account for 5.9%; Ethnic minorities account for 7.6%; Religion accounts for 5.04%.
The expected time to organize the 1st Congress of the Vietnam Fatherland Front of Bac Ninh province, term 2025-2030, will take place at the end of October 2025.
Speaking at the meeting, Mr. Do Van Chien praised the proactive spirit of the Standing Committee of the Vietnam Fatherland Front Committee of Bac Ninh province in implementing the work related to the Congress; at the same time, emphasized that the Congress must truly be an extensive political activity, a congress of the great national unity bloc, encouraging and cheering on all classes of people, strongly arousing the spirit of patriotism and aspiration to contribute to building and developing the country in the new era.
Chairman Do Van Chien suggested that the Political Report submitted to the Congress should closely follow the content of the speech of General Secretary To Lam at the 1st Congress of the Party Committee of the Vietnam Fatherland Front and Central organizations, term 2025-2030, thereby setting out directions, goals and solutions suitable to the actual situation in the locality. Especially solutions associated with the new organizational model when socio-political organizations and mass organizations assigned tasks by the Party and the State after the merger are arranged according to the 2-level local government model.
For breakthrough tasks during the term, Mr. Do Van Chien suggested that it is necessary to focus on innovating leadership methods according to the new model; new thinking, new ways of doing things, new results; at the same time, strongly innovate the content and methods of operation, strongly focusing on the grassroots, residential areas, close to the people, proactively serving the people; Focus on training, fostering, evaluating, arranging, and effectively using the staff.
"It is necessary to clearly study the suggestions of General Secretary To Lam on 3 guiding viewpoints and 6 key tasks in his speech at the 1st Congress of the Vietnam Fatherland Front Party Committee and Central organizations for the 2025-2030 term, especially the specific tasks related to socio-political organizations mentioned by the General Secretary", Chairman Do Van Chien suggested.
Emphasizing the content of 6 action programs that must create strong influence among the people, Chairman Do Van Chien suggested that the Provincial Front should deploy the "Digital Front Portal" to receive 24/7 recommendations from the people; organize "Listening to the People" to listen to the people's thoughts and aspirations, thereby reflecting to the Party Committee, government, the Party and State to promptly resolve problems arising in the area and better care for the social security of the people in the province.
Regarding the personnel project submitted to the Congress, Chairman Do Van Chien suggested that it is necessary to closely follow the content of Regulation No. 301-QD/TW dated June 9, 2025 of the Secretariat on the functions, tasks, and organization of the apparatus of the Vietnam Fatherland Front Committee at the provincial and commune levels and the content of Decision No. 304-QD/TW dated June 10, 2025 of the Politburo and the Secretariat on the functions, tasks, and organization of the apparatus of the Central Committee of the Vietnam Fatherland Front to serve as a basis for building a structure to suit the actual situation in the locality.
