Building and perfecting institutions and laws must go hand in hand with inspection and supervision.
Speaking at the 11th National Congress of the Vietnam Fatherland Front, term 2026-2031 held on the afternoon of May 12, Mr. Tran Ngoc Duong - Member of the Presidium of the Central Committee of the Vietnam Fatherland Front, Chairman of the Advisory Council for Democracy and Law - said that entering a new era, strengthening social supervision and criticism activities as a mechanism to control power with a people's nature is an objective requirement, because:
First, building and perfecting institutions and laws must go hand in hand with inspection and supervision, including supervision and social criticism to, on the one hand, serve as a means to remove bottlenecks, paving the way for the implementation of other strategic breakthroughs; on the other hand, strengthen power control to ensure that the process of building and implementing policies and laws is carried out transparently and objectively for the common benefit of society.
Second, in parallel with the implementation of the strategic task of developing high-quality human resources, it is necessary to continue to build and improve the power control mechanism both inside each agency and organization; between agencies and organizations at the same level; between higher-level agencies and organizations for lower-level agencies and organizations, and especially the external control mechanism including the control mechanism of the people and socio-political-professional organizations of the people, in which social supervision and criticism of the Vietnam Fatherland Front at all levels plays a core role.

Third, the implementation of strategic breakthroughs in building synchronous and modern infrastructure must be closely linked to strengthening inspection, examination, and supervision. Because, building a synchronous and modern infrastructure system requires very large investment resources.
Strengthening inspection and examination work, including social supervision of the people by the Vietnam Fatherland Front at all levels, will contribute to preventing and combating corruption, wastefulness, and loss of resources, and enhancing transparency in public investment and in the use of national resources.
Continue to build and improve the institution of supervision and social criticism of the Vietnam Fatherland Front
To improve the quality and effectiveness of the Advisory Council's activities in implementing strategic breakthroughs, Mr. Tran Ngoc Duong mentioned some solutions:
First, strengthen the close and drastic leadership and direction of the Party Committee of the Vietnam Fatherland Front on the work of the Advisory Councils, in which supervision and social criticism of the Vietnam Fatherland Front at all levels are considered key tasks in contributing to the implementation of strategic breakthroughs. It is proposed that the Party Committee of the Vietnam Fatherland Front issue a specialized resolution on leading and directing the work of supervision and social criticism for the Advisory Councils.
Second, continue to build and improve the institution of supervision and social criticism of the Vietnam Fatherland Front in general, and the organization and operation of the Advisory Councils in particular.
Institutions and laws regulating supervision and social criticism in relevant laws such as the Law on the Vietnam Fatherland Front in 2015, the Law on Promulgation of Legal Documents, the Law on Supervision... still have general, unspecific regulations, and lack sufficiently strong mandatory sanctions, so the effectiveness in practice is still limited.
Third, the Advisory Council of the Vietnam Fatherland Front is a consulting organization led and directed by the Standing Committee of the Central Committee of the Vietnam Fatherland Front, so its organization and operation are completely dependent on the Standing Committee of the Central Committee of the Vietnam Fatherland Front and the corresponding professional board.
Therefore, it is necessary to study innovating the organization and operation of the Advisory Councils to increase proactiveness in activities, including the right to propose draft documents that need to be refuted and the right to request participation in supervisory delegations, especially supervising the implementation of strategic breakthroughs in the coming years.
Fourth, it is proposed to promote the role of Advisory Councils in social supervision activities for Party organizations and state agencies in organizing and implementing policies and laws of the Party and the State, especially in organizing the implementation of strategic breakthroughs in local governments at two levels.
Fifth, strengthen coordination in supervision and social criticism of the Advisory Councils with supervision and appraisal of the committees and the National Assembly's Ethnic Councils. This coordination needs to be stipulated into operating regulations between the National Assembly Standing Committee and the Presidium of the Central Committee of the Vietnam Fatherland Front.
Sixth, continue to strongly innovate the methods of social supervision and criticism, promote digital transformation, and apply information technology to further improve the quality, effectiveness, and efficiency of social supervision and criticism work.
