The successful XIV National Congress of the Communist Party of Vietnam not only established goals and strategic visions for the next development journey, but also marked a historically significant turning point for the country when entering a new era, towards the important historical milestones of 100 years of Party establishment, 100 years of the establishment of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam. To realize the aspiration to build a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, firmly moving towards socialism, under the leadership of the Party, the Vietnam Fatherland Front continues to innovate the content and methods of operation, and consolidate the organizational structure in a streamlined, effective, and efficient direction. Thereby, affirming its position and core political role, truly being a place to strongly promote the spirit of solidarity, consultation, coordination, unified action, joining hands, and solidarity for the prosperous and happy life of the people.
The Vietnam Fatherland Front strives to build, consolidate, and promote the strength of the great national unity bloc.
Great national unity is a precious tradition, an internal resource of the Vietnamese nation, nurtured through thousands of years of history of building and defending the country. During his lifetime, President Ho Chi Minh always paid deep attention to the role and mission of national unity and great national unity. To build and promote the strength of the great national unity bloc, President Ho Chi Minh always attached importance to gathering the people into revolutionary ranks, turning the will and revolutionary ideology of the Party into the will, ideology, and motivation to promote the strength of the people. He clearly stated: "Great unity means first of all, it must unite the majority of the people, and the majority of our people are workers, farmers and other working-class people. That is the root of great unity" (1) and above all, the people with the foundation being the union of industry - agriculture - intellectuals, must be gathered into a leading force, organized and closely linked in the National United Front. Through revolutionary struggle practice, President Ho Chi Minh summarized: "Solidarity, unity, great unity - Success, success, great success" (2).
Inheriting and creatively developing President Ho Chi Minh's ideology, in every revolutionary period, solidarity is always identified as the core value, great national unity is a strategic line, the source of strength, the main driving force of the Vietnamese revolution, which has decisive significance for all victories of the cause of building and protecting the Fatherland. Great national unity is a consistent policy of our Party throughout the entire revolutionary process. In each revolutionary period, the way of organizing and promoting the spirit of great unity has inheritance and creativity to suit the process and development goals of the country.
Over 40 years of carrying out the renovation cause, under the leadership of the Party, the increasingly close and effective coordination of the National Assembly Standing Committee, the Government, levels and sectors; the proactiveness, creativity and dynamism of member organizations, the Vietnam Fatherland Front continues to affirm its central and core political role in consolidating and promoting the strength of the great national unity bloc, thereby affirming its role as a solid bridge between the Party, the State and the people. The activities of the Vietnam Fatherland Front are increasingly in-depth, creative, flexible, closely following the Party's guidelines and policies, and the State's laws, clearly demonstrating the action motto "Near the people, understand the people, respect the people, for the people".
That great unity strength is increasingly consolidated when implementing Resolution No. 18-NQ/TW, dated October 25, 2017, of the 12th Party Central Committee "Some issues on continuing to innovate and arrange the organizational structure of the streamlined political system, operating effectively and efficiently"; Resolution No. 60-NQ/TW, dated April 12, 2025, of the 11th Central Conference of the 13th term and the conclusions of the Politburo and the Secretariat on arranging and streamlining the organizational structure, merging administrative units and operating the 2-level local government model, the Vietnam Fatherland Front and member organizations have seriously grasped, proactively, drastically and flexibly in organizing implementation.
The arrangement and streamlining of the organizational structure in the Vietnam Fatherland Front system has achieved important and clear results, especially at the central level. The arrangement process not only aims to streamline focal points, but also to gradually improve the organizational model in the direction of both ensuring the ability to operate and operate according to the provisions of law and charters of each socio-political organization, ensuring cooperative relations with state agencies, coordinating with socio-political organizations, member organizations of the Vietnam Fatherland Front, other social organizations, and ensuring unity and intercommunication throughout the entire Vietnam Fatherland Front system.
The failure to organize district-level and arrange commune-level organizations to implement 2-level local government has gradually reduced intermediate levels, improved the flexibility and operational efficiency of the apparatus. Along with that, the restructuring of the contingent of cadres according to job positions has basically overcome the situation of overlapping functions and tasks, ensuring the principle of "one job, one focal point, one deadline, one result". The implementation of the 2-level local government model, associated with strengthening decentralization and delegation of power to the grassroots level, has contributed to bringing the activities of the Vietnam Fatherland Front and socio-political organizations closer to the people, closer to the grassroots level, promoting the effective role of representing, gathering, building and consolidating the great national unity bloc. In addition, it contributes to improving the digital capacity and modern management level of the Vietnam Fatherland Front system, creating an important foundation for the digital transformation process and propaganda and mobilization of the masses in the new period.
With the desire to promote the core political role in building and promoting the strength of the great national unity bloc, the Vietnam Fatherland Front at all levels and member organizations have proactively innovated and promoted propaganda and mobilization of the people so that the Party's guidelines and policies, and the State's laws can strongly spread to the grassroots level; contributing to consolidating and strengthening social consensus, fostering the close relationship between the Party, the State and the people, promoting the right to mastery and the strength of the great national unity in the cause of building and protecting the Fatherland.
Through promoting the effective role of press, radio, and television agencies; improving the quality of electronic information pages, expanding interaction on fan pages, Front Portal No. 24/7, the Vietnam Fatherland Front system from the Central to the grassroots level has promptly conveyed the Party's guidelines, policies, and laws of the State to the people; effectively and promptly propagated the revolution on arranging and streamlining the organizational structure; arousing the spirit in the people before the great holiday of the country; promoting communication about campaigns, patriotic emulation movements, supervision and social criticism activities... so that the people understand and accompany throughout the country's renovation process.
In parallel with that, the Vietnam Fatherland Front system and member organizations focus on innovating and improving the quality of activities to grasp thoughts and aspirations, gather people's opinions, especially before and after the National Assembly and People's Councils at all levels; coordinate with functional agencies of the government to organize activities to assess people's satisfaction with the operational efficiency of agencies and organizations in the political system. The work of mobilizing and uniting ethnic minorities, gathering and uniting religions, and religious compatriots is increasingly focused on, contributing to sustainable hunger eradication and poverty reduction, improving material and spiritual life, preserving and promoting the cultural identity of compatriots.
Over the past time, the Vietnam Fatherland Front at all levels has continued to affirm its role in promoting democracy, representing and protecting the legitimate and lawful rights and interests of the people, participating in building the Party and government, and participating in preventing and combating corruption, wastefulness, and negativity.
Notably, the Vietnam Fatherland Front system and member organizations at all levels have actively participated in the process of building and collecting people's opinions to amend and supplement a number of articles of the 2013 Constitution; coordinated to build and submit to the National Assembly for promulgation the Law amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front, the Law on Trade Unions, the Law on Youth, and the Law on Implementing Democracy at the Grassroots level to promptly institutionalize the Party's viewpoints, policies, and orientations, and new regulations of the Constitution on the position, role, rights and responsibilities of the Vietnam Fatherland Front and socio-political organizations to meet new requirements and tasks.
At the same time, actively implement and mobilize people to participate in contributing opinions to build documents for Party congresses at all levels and Documents for the 14th National Party Congress with 527,764 comments.
Social supervision and criticism activities are also synchronously deployed from the Central to local levels. In the period 2024 - 2026, the Vietnam Fatherland Front at all levels has coordinated with functional agencies to organize more than 2,300 supervision sessions; more than 1,300 criticism conferences, consultations on opinions and contributions to local policies. Social criticism opinions are diverse, rich, and profound, highly appreciated by competent authorities and are identified as mandatory documents in the dossier submitted for policy and draft law promulgation. The Vietnam Fatherland Front Committee in localities has organized direct dialogues between heads of Party committees and governments and people to promptly inform, exchange, and resolve issues of concern, reflections, and recommendations.
One of the prominent imprints in the past time must emphasize the role and responsibility of the Vietnam Fatherland Front system when actively participating in the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026 - 2031 term.
Within the scope of its tasks and powers associated with participating in building the State, the Central Committee of the Vietnam Fatherland Front has closely coordinated with the National Assembly and the Government to summarize and amend and supplement the Law on Election of National Assembly Deputies and People's Council Deputies; presided over the development, submission for promulgation and promulgation according to its authority of guiding documents on election work. Consultation conferences are organized seriously and democratically by the Vietnam Fatherland Front system at all levels from central to local, promoting responsibility in participating in giving opinions on the expected structure, composition, standards, capacity, qualities and conditions for participation of National Assembly deputies and People's Council deputies at all levels. Inspection and supervision activities of the Vietnam Fatherland Front at all levels are deployed promptly and seriously.
Along with that, the Vietnam Fatherland Front coordinates to promote propaganda and mobilize people from all walks of life to actively participate in election work so that March 15, 2026 is truly the "Festival of the Country" with more than 76 million voters nationwide voting (reaching 99.70%), having elected enough 500 National Assembly deputies of the 16th term, 2,552 provincial-level People's Council deputies, 72,440 commune-level People's Council deputies.
Patriotic emulation movements and large campaigns are being implemented more and more practically, creatively, in depth by the Vietnam Fatherland Front at all levels and member organizations, associated with the needs and interests of the people and the development requirements of the country, which are widely responded to by the people. In which, the Vietnam Fatherland Front system from the Central to local levels, member organizations have closely coordinated with relevant agencies to organize calls, mobilization, and determination to strive to reach the finish line ahead of schedule in the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses in 2025".
Through activities such as participating in reviewing and statistically listing households eligible for support; organizing calls and mobilizing organizations, individuals, union members, association members and people from all walks of life to join hands in supporting, contributing labor and money to help households; acting as a focal point for receiving support from organizations and individuals through the "For the Poor" Fund at all levels; deploying allocation and support to households; implementing supervision of support to ensure publicity, transparency, and the right beneficiaries, which has contributed to the Government, levels, and sectors in eliminating 334,234 temporary and dilapidated houses; mobilizing over 24,700 billion VND and more than 2.7 million working days.
The work of organizing and mobilizing support for people affected by natural disasters and epidemics is also organized and implemented promptly with a public and transparent approach, creating an environment and conditions for a large number of people and organizations and individuals to join hands to help the community. This is reflected in the active participation of member organizations of the Vietnam Fatherland Front from the Central to the grassroots levels; state agencies, businesses, officials, civil servants, laborers; entrepreneurs, artists, intellectuals, and our compatriots abroad, especially every Vietnamese citizen in all regions of the Fatherland when responding to the call of the Presidium of the Central Committee of the Vietnam Fatherland Front.
Each person has promoted the spirit of mutual affection, sharing and contributing more resources with the Party and State to support flood victims to overcome difficult times; helping people have more resources to overcome the consequences, soon stabilize their lives, rebuild production and return to normal life. With over 5,300 billion VND to support people in provinces and cities affected by storm No. 3 in 2024; over 4,200 billion VND to support people affected by storm No. 10 and support people affected by floods in Central Vietnam in 2025 is a clear proof of the spirit of great solidarity and trust that the people send to the Vietnam Fatherland Front.
Continue to innovate the content and methods of operation, affirming and promoting the core political role of the Vietnam Fatherland Front
The 14th National Party Congress emphasized and deepened the strategic orientation on building, consolidating and promoting the strength of the great national unity bloc in the new development stage, which is: "Promoting strongly the role of the People's subject, socialist democracy, the strength of the People and the great national unity bloc. Deeply grasping the viewpoint "The people are the root", the People are the subject, the center of the renovation, construction and defense of the Fatherland.
All guidelines and policies of the Party and State must truly originate from the needs, aspirations, legitimate and lawful rights and interests of the People; taking the respect, guarantee, and protection of human rights, citizens' rights, happiness and satisfaction of the People as a measure and striving goal" (3). At the same time, it is required: "Continue to innovate the content and methods of operation, promote the political core role of the Vietnam Fatherland Front and socio-political organizations, socio-professional organizations in promoting the people's right to mastery, gathering and promoting all resources, creative capacity of the People and the strength of great national unity in the cause of building, developing the country and protecting the Fatherland" (4).
Deeply grasping the spirit of the 14th Party Congress and towards the 11th National Congress of the Vietnam Fatherland Front (term 2026 - 2031), the Vietnam Fatherland Front strongly promotes its core political role in building and consolidating the great national unity bloc; which is concretized by strategic, synchronous and feasible orientations; focusing on improving the capacity to participate in social governance, contributing to perfecting and effectively operating the mechanism of "Party leadership, State management, people as masters" and the motto "People know, people discuss, people do, people check, people supervise, people benefit". To realize that requirement, the Vietnam Fatherland Front focuses on implementing a number of key orientations and tasks as follows:
First, the Vietnam Fatherland Front continues to innovate the content and methods of action to mobilize the widespread participation of all classes of people, arouse patriotism, national pride, self-esteem, social responsibility awareness and aspiration to develop a prosperous, civilized, and happy country. Consistently implement the motto "when people need, the Front has, when people are in difficulty, the Front is ready to participate", meeting the requirements of the new situation and the legitimate interests and aspirations of union members, association members and people. Be more proactive and timely in grasping, summarizing and reflecting the will and aspirations of the people. Innovate the work of mobilizing, gathering, and uniting ethnic groups, religions, religious followers, and overseas Vietnamese. Strongly innovate the content and methods of propaganda, aiming to create unity and high consensus among the whole people to serve the cause of building and protecting the Fatherland in the new era of national development.
Focus on implementing the Project "Digital Transformation of the Vietnam Fatherland Front in the period 2025 - 2030, vision to 2035" in the system of the Vietnam Fatherland Front, socio-political organizations and member organizations at all levels. Promote connection and data sharing between the Vietnam Fatherland Front, socio-political organizations with national databases and relevant ministries and sectors, ensuring synchronization and intercommunication. Build a shared data center to serve forecasting, advising, and policy planning. Ensure network security and data safety; promulgate regulations on information security and safety in the use and exploitation of digital platforms.
Second, continue to improve the quality of supervision and social criticism work in the direction of addressing major issues, associated with the practical interests of the people in the spirit of "clear matter - clear responsibility - clear effectiveness". Effectively implement "Month of Listening to the People" organized by the Vietnam Fatherland Front and socio-political organizations in all communes, wards, and special zones across the country, considering this as a regular channel of dialogue between the Party, government and people. Promote the role of the people in participating in the work of preventing and combating corruption, wastefulness, and negativity; improve the effectiveness of social supervision and criticism activities of the Vietnam Fatherland Front, especially for contents and fields directly affecting people's lives.
Promote the institutionalization of the role of the Vietnam Fatherland Front participating early, right from the policy-making stage in proposing guidelines and policies to gather and promote traditions, the strength of great national unity, detailing issues assigned by law or guiding some necessary issues in the election of National Assembly deputies, People's Council deputies, participating in social criticism of the drafting of laws, resolutions of the National Assembly, ordinances, resolutions of the National Assembly Standing Committee, and at the same time strengthening, monitoring, and supervising the implementation of recommendations to the end, ensuring substantive supervision and criticism opinions. In addition, promote the reception, processing and feedback of people's opinions on the Front Portal No. 24/7; promote the political core role in widely gathering people from all walks of life, especially vulnerable and vulnerable groups.
Strengthen institutionalization and effectively implement the motto "people know, people discuss, people do, people check, people supervise, people benefit" in a specific and measurable direction, especially in areas directly related to the rights and interests of the people. In addition, expand direct and representative democracy, associated with information disclosure and transparency and accountability, creating conditions for people to participate in social management and substantive supervision.
In the context of digital transformation becoming a dominant trend, the driving force of innovation and development, promoting the implementation of democracy at the grassroots level through the development of digital platforms for people to participate in contributing opinions, reflecting and monitoring conveniently and transparently. At the same time, ensuring the implementation of democracy goes hand in hand with strengthening discipline and law compliance; proactively preventing, fighting, and preventing manifestations of abusing democratic freedoms that cause division in the great unity bloc, causing social instability,...
Third, innovate the method of launching patriotic emulation movements and campaigns with the participation and implementation of the entire people, bringing practical benefits to the people. Research to launch and orient the campaign and emulation movement to develop according to the three pillars "green - digital - creative", associated with the implementation of the goal of environmental protection as the central task, digital transformation and innovation as the main driving force. Launch and implement the Emulation Movement "All people join hands to protect the environment, for a green, clean, and beautiful Vietnam" to create positive changes in society, contributing to the implementation of socio-economic development goals, striving for double-digit growth in the spirit of Resolution XIV of the Party.
Continue to effectively implement and improve the quality of the campaign "All people unite to build new rural areas and civilized urban areas"; the campaign "Vietnamese people prioritize using Vietnamese goods" in the new situation; at the same time, member organizations proactively and creatively launch and organize the implementation of the patriotic emulation movement, the campaign to arouse pride, aspiration to contribute, spirit of labor, and creativity in all strata of people. The Vietnam Fatherland Front at all levels and member organizations also need to organize the widespread and creative implementation of the movement "For the poor - Leaving no one behind"; diversify resources mobilized from businesses, organizations, and individuals at home and abroad for the "For the Poor" Fund and social security programs. Launch and call for a movement to help poor students and ethnic minority students in border communes.
Along with that, it is necessary to focus on solutions to care for and improve the material and spiritual life of the people, especially ethnic minorities, in remote and isolated areas, border areas, islands, old resistance base areas, strategic areas, areas with a large number of religious people; summarize, draw experience, commend and reward positive factors; develop diverse and effective models.
Fourth, strongly innovate the content and methods of operation of the Vietnam Fatherland Front, socio-political organizations, mass organizations assigned tasks by the Party and State according to the new organizational model, at the Central level, provincial level, commune level, strongly oriented towards grassroots levels. Strengthen and promote the central role of the Vietnam Fatherland Front in democratic consultation, coordinate and unify actions between members; seriously implement the role and responsibility of presiding over consultation of the Vietnam Fatherland Front Committee and the responsibility of proactively coordinating actions of member organizations in democratic consultation, coordinating and unifying actions with the requirement of "clear people, clear tasks, clear responsibilities".
Implement discipline and transparency in the implementation process, practical emulation, and thorough inspection of the implementation of the formula "3 easy - 3 clear - 3 measures": Easy to understand - easy to remember - easy to do; clear goals - clear responsibilities - clear deadlines; measure input - measure output - measure impact. Officials of the Vietnam Fatherland Front and mass organizations must play a core role, ensuring the role as the political base of the people's government of the Vietnam Fatherland Front, maintaining "3 closeness": Close to the people - close to the grassroots - close to digital space; "5 must": Must listen - must dialogue - must set an example - must be responsible - must report results; "4 no": No formality - no avoidance - no pushing - no doing wrong functions. Our country is entering a new stage of development with new opportunities, challenges and opportunities that are historic.
Faced with the increasing demands of the cause of renovation, construction and defense of the Fatherland in the new era, with its position, role and mission, the Vietnam Fatherland Front and member organizations will continue to promote traditions, the strength of great national unity, strengthen social consensus, strongly arouse patriotism, will of self-reliance, self-strengthening, belief, and aspiration to contribute; determined to join the entire Party, people, and armed forces to successfully implement the goal of becoming a developing country with modern industry and high average income by 2030; realize the vision of becoming a developed and high-income country by 2045; for a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, firmly moving towards socialism.
