Discussion center No. 2 has the theme: The Vietnam Fatherland Front (VFF) and member organizations strengthen listening to people's voices, play a good role in supervision and social criticism, representing and protecting the legitimate and lawful rights and interests of the people.
Presiding over the discussion session were Mr. Nguyen Phi Long, Member of the Party Central Committee, Standing Deputy Secretary of the Party Committee of the Fatherland Front, Central Agencies, Vice Chairman of the Central Committee of the Vietnam Fatherland Front; Mr. Luong Quoc Doan, Member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Chairman of the Vietnam Farmers' Union. Attending were delegates representing 13 member organizations.
Key, consistent mission
Speaking to lead the discussion, Mr. Nguyen Phi Long affirmed that social supervision and criticism activities must be considered a regular, central and continuous task of the Fatherland Front work in the coming time.
Mr. Nguyen Phi Long requested delegates to focus on giving opinions on a number of main content groups: Draft political report submitted to the congress and draft charter amended and supplemented; supplementary assessment of the situation of the great national unity bloc; analysis and evaluation to supplement and emphasize the achievements of Front work in the period 2024 - 2026; challenges and issues posed for gathering and promoting the tradition of strength of the great national unity bloc in the coming time; directions, goals, targets, and action programs of the Vietnam Fatherland Front in the coming term.

Regarding the requirement to strengthen listening to the people in the new period, Mr. Nguyen Phi Long requested delegates to propose solutions and methods for the Vietnam Fatherland Front to promptly grasp reflections of thoughts and aspirations, issues of concern to the people in the context of multi-dimensional information, strong digital transformation, increasingly high requirements for democracy, transparency and accountability.
“Request delegates to focus on proposing solutions on selecting key supervisory contents, appropriate forms of supervision to monitor and supervise the consideration and resolution of agencies, organizations, and competent persons in resolving petitions reflecting complaints and denunciations of the people. Implement social criticism early, remotely, from the time of drafting policies; at the same time, propose ways and measures for timely feedback from the drafting agency on whether to accept or not accept social criticism content of the Vietnam Fatherland Front,” said Mr. Nguyen Phi Long.
Also according to Mr. Nguyen Phi Long, regarding promoting the role of representing and protecting the legitimate rights and interests of the people, delegates gave opinions on solutions for the Vietnam Fatherland Front and member organizations to more effectively and practically implement the role of representing and protecting the legitimate rights and interests of the people, especially in areas directly related to people's lives, social security, land, environment, labor, employment, education, health, policies for people with meritorious services, the poor, vulnerable people, ethnic minorities, religious people and overseas Vietnamese.
Delegates directly contributed opinions on the contents of the draft political report on the action program for the 2026-2031 term related to the rights and responsibilities of the Vietnam Fatherland Front in implementing democracy, representing and protecting the legitimate rights and interests of the people, effectively implementing the quality of supervision and social criticism activities, participating in building the Party and State... Opinions need to focus on correctness, completeness, feasibility, and breakthrough nature," Mr. Nguyen Phi Long emphasized.
Speaking in his presentation, Mr. Pham Anh Tuan - Vice Chairman of the Vietnam Fatherland Front Committee of Hanoi City affirmed that in the past time, the Vietnam Fatherland Front Committee of Hanoi City has seriously implemented the work of listening to the people, supervising and criticizing society, representing and protecting the legitimate rights and interests of the people and has achieved positive results.
However, there are still limitations such as: Listening and grasping people's opinions in some places is not really proactive, regular, in-depth and comprehensive; some officials have not closely followed the area; the early detection of problems and resolution from the grassroots level is also limited... Social supervision and criticism activities are increasingly quality, methodical but not uniform; some supervision programs are still spread out, not focused on prominent and pressing issues. There are still many cases that have not been thoroughly resolved, and prolonged complaints.
Mr. Tuan proposed a number of solutions to enhance the quality of listening to the people speak, do well in the role of supervising and social criticism, representing and protecting the legitimate and lawful rights and interests of the people: Party committees at all levels continue to raise the awareness of responsibility of all levels and sectors, promote the role of the Fatherland Front and member organizations in listening to the people, supervising and social criticism. Fatherland Fronts at all levels and member organizations actively and strongly innovate operating methods, diversify forms of listening to the people speak in a proactive, close to the people, and close to the people direction, strengthen the application of digital technology suitable for each locality and each target group. Improve the capacity and bravery of the team of Fatherland Front cadres to meet the requirements of current political tasks. Improve the quality and effectiveness of supervision and social criticism activities. Promote the subjective role of the people in supervision and social criticism.

Mr. Vu Trong Kim - Chairman of the Vietnam Association of Former Youth Volunteers said that the political report of the Congress needs to clarify the importance and strategic significance of the great national unity; it is possible to build a separate law on social supervision and criticism. Under the roof of the Fatherland Front, member organizations must be deeply rooted, emphasizing the role of alliances, the working class, farmers and intellectuals, and businesses in all social strata.
Sharing the same view, Mr. Nguyen Van De - Chairman of the Vietnam Private Hospital Association said that listening and criticizing are 2 extremely important tasks of the Fatherland Front.

Mr. De pointed out the current reality that the 2-level government has heavier tasks than before, so how should the criticism work be done so that all levels of government listen and understand when some localities and 2-level governments are doing very well, while some localities are very sluggish.
Assoc. Prof. Dr. Dau Xuan Canh - Chairman of the Vietnam Traditional Medicine Association shared that listening and criticizing is a big topic, but listening to the people must start from the most essential things. "From a medical perspective, I have several issues to discuss, such as the situation of excessively advertising traditional medicines, selling unlicensed drugs. Clean medicinal herbs are also a major challenge," Mr. Canh stated.
Mr. Nguyen Kim Hong, Rector of Nguyen Tat Thanh University, proposed that to listen to the people, it is necessary to diversify information access channels in the digital age; there must be filters, apply technology to eliminate fake information, accurate criticism; create a connection mechanism to "listen selectively, understand thoroughly, and respond to responsibility".
Ms. Do Thi Hien - Chairwoman of the Thai Nguyen Provincial Labor Federation affirmed that workers and laborers are the creators of material wealth for national development, but the income of workers and laborers is currently not high, not meeting the needs of life; workers lack housing and facilities serving life, lack legal knowledge... This reality requires trade union organizations to be very listening, understanding and standing by to protect and protect the legitimate rights and interests of workers.

According to Ms. Hien, at the grassroots level, the trade union organization has focused on playing a good representative role through dialogue and collective bargaining between the trade union organization and employers. ; taking care of workers, especially workers in difficult circumstances, accidents, and critical illnesses; supporting workers facing housing difficulties through the Trade Union Shelter program...
To do better, we propose that the Party and State pay attention to social housing for workers to rent; strengthen cultural institutions serving workers; appropriate salary policies... I also expect innovation at this congress to be stronger and more drastic for the people, for union members, association members and the great development of the Vietnam Fatherland Front and member organizations," Ms. Hien said.
