With the consent of the Secretariat of the Party Central Committee, the 11th National Congress of the Vietnam Fatherland Front, term 2026-2031, will take place on May 11, 12 and 13, 2026 in Hanoi Capital.
The Congress is an important socio-political event, demonstrating the strength of the great national unity bloc in the new era, taking place immediately after the success of the 14th National Party Congress and the election of National Assembly deputies of the 16th term, People's Councils at all levels for the 2026 - 2031 term. The Congress is a historical milestone, opening the term of operating the apparatus with a new stature and development path when socio-political organizations and mass associations assigned by the Party and State are directly under the Vietnam Fatherland Front.

- As of October 31, 2025, 3,220/3,320 commune-level units (100%) have completed the Congress of Delegates of the Vietnam Fatherland Front at the commune level for the term 2025-2030, ensuring the contents and requirements according to the direction and guidance of the Secretariat, the Standing Committee of the Central Committee of the Vietnam Fatherland Front, the Standing Committee of the Provincial and City Party Committees and local Party committees. After receiving the directing opinions of the Secretariat, the Standing Committee of the Central Committee of the Vietnam Fatherland Front has revised the draft Political Report and the draft Charter of the Vietnam Fatherland Front (amended and supplemented); organized to collect opinions from members of the Presidium, members of the Central Committee of the Vietnam Fatherland Front; Advisory Councils; member organizations; Vietnam Fatherland Front at all levels; leaders and former leaders of the Party and State, Vietnam Fatherland Front and published them in mass media (such as: Nhan Dan Newspaper, Vietnam News Agency, Electronic Information Page of the Central Committee of the Vietnam Fatherland Front, Dai Doan Ket Newspaper, Tien Phong Newspaper, Thanh Nien Newspaper, Lao Dong Newspaper, Dan Viet Newspaper, Vietnam Women's Newspaper, Vietnam Veterans Newspaper,...) to widely collect opinions from all strata of the people. - On October 1, 2025, the Standing Committee of the Central Committee of the Vietnam Fatherland Front and the Central Propaganda and Mass Mobilization Commission jointly issued Guidance No. 29-HD/BTGDVTW on propaganda for the Congress of Delegates of the Vietnam Fatherland Front and socio-political organizations at all levels towards the National Congress of Delegates of the Vietnam Fatherland Front for the term 2026 - 2031.
- The Vietnam Fatherland Front at all levels promoted the implementation of emulation movements, campaigns and selected key product projects to celebrate the Congress.
- The Standing Committee of the Central Committee of the Vietnam Fatherland Front coordinates with Hanoi City to propagate and mobilize visually in Hanoi City.
- Vietnam Television Station builds a trailer to broadcast propaganda about the 11th National Congress of the Vietnam Fatherland Front, term 2026-2031 on VTV1 channel.
- Voice of Vietnam Radio broadcasts propaganda about the 11th National Congress of the Vietnam Fatherland Front, term 2026-2031 on VOV1 channel.
- Press agencies directly under the Vietnam Fatherland Front have opened special pages and columns to promote propaganda about the results of the Congresses of the Front at all levels; preparation and propaganda work before, during and after the Congresses.
- The Standing Committee of the Central Committee of the Vietnam Fatherland Front has issued documents guiding the Committees of the Vietnam Fatherland Front of provinces, cities, and member organizations at the Central level to promote the peak propaganda period before, during and after the Congress.
2. 4. Regarding logistics preparation
The Standing Committee of the Central Committee of the Vietnam Fatherland Front has proactively directed the careful preparation of logistical conditions to organize the Congress with a spirit of thrift, practicality, and efficiency.
Along with that, practically implementing Resolution No. 57-NQ/TW of the Politburo, the Vietnam Fatherland Front will strongly apply digital transformation to the organization of the Congress. With the motto of minimizing paperwork, the Organizing Committee deploys the application "XI Congress - Vietnam Fatherland Front" with many useful features (exploiting documents, seating charts, news, images, support information from the Organizing Committee...) to support and help delegates access information promptly, accurately and effectively. In addition, the exhibition space "Digital Front" is arranged in the Congress grounds with "Virtual Reality Space", "Historical Wall" and introduces and experiences typical digital platforms of the Vietnam Fatherland Front at all levels.
The Congress also applied artificial intelligence through the Delegate Pointing System using AI cameras; and at the same time applied AI in supporting the production of communication publications about the Congress through short clips.

In the period 2024 - 2026, the Vietnam Fatherland Front has strongly promoted its core political role in consolidating and promoting the strength of the great national unity, affirming its role and responsibility to the Party, State and People. The activities of the Vietnam Fatherland Front Committee and member organizations at all levels are increasingly proactive, flexible, creative and deeply attached to the people's lives, always closely following the Party's leadership, the State's policies and laws, clearly demonstrating the action motto "Near the people, understand the people, respect the people, for the people".
The Vietnam Fatherland Front has proactively innovated its thinking and operating methods, strongly shifting to social mobilization; from propaganda to companionship, creation and spread; promptly grasping and reflecting the thoughts and legitimate aspirations of the people, creating social consensus and consolidating the close blood ties between the Party, State and people; proactively participating and effectively contributing to concretizing and organizing the implementation of the Party's major policies on building and rectifying the Party and the political system; actively participating in perfecting institutions, well performing the function of representing and protecting the legitimate and lawful rights and interests of the people; being an important bridge in conveying and reflecting the will of people from all walks of life to the Party and the State.
The work of propagating the guidelines and policies of the Party and State, and the action program of the Vietnam Fatherland Front is promptly implemented in rich and diverse forms. Supervision and social criticism have made new progress in quality, contributing to perfecting mechanisms, policies, laws, improving the effectiveness and efficiency of state management and the leadership capacity of the Party. The Vietnam Fatherland Front has made positive contributions in participating in amending the Constitution and legal system, especially legal documents serving the process of arranging the organizational apparatus in the political system.
Patriotic emulation movements and large campaigns are being implemented more and more practically, creatively, in depth, and are widely responded to by the people; in which, the most prominent is the participation in the movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025", mobilizing support for people affected by natural disasters and storms, social security care activities, support for the poor and vulnerable, vividly showing the tradition of compassion and affection, "not leaving anyone behind".
The Fatherland Front system and member organizations have been drastic and flexible in advising on the deployment and organization of the arrangement and streamlining of the organizational structure of the Fatherland Front and socio-political organizations, mass organizations assigned by the Party and State to ensure progress and quality according to requirements. The work of innovating the content and methods of operation has been implemented in a synchronous and flexible manner, in accordance with new requirements and tasks. The organization and apparatus of the Vietnam Fatherland Front at all levels have been gradually consolidated in the direction of expanding the Vietnam Fatherland Front Committee; streamlining, operating effectively and efficiently of the specialized apparatus; focusing on promoting digital transformation and modernizing system governance, creating a solid premise for deep adaptation and integration in the new stage. People-to-people diplomacy activities are increasingly expanding both bilaterally and multilaterally, strengthening Vietnam's position and prestige in the international arena, and consolidating the great national unity bloc associated with international solidarity.
3. 4. New points of the 2026-2031 term political report
Based on closely following the Party's policy in the Document of the 14th National Party Congress, Resolutions of the Central Executive Committee, Politburo, continuing to inherit and promote the basic and outstanding points of the Political Report at the 2024 - 2029 Congress, assessing the situation of the great national unity bloc and the results of the implementation of the Action Program of the Vietnam Fatherland Front for the period 2024 - 2026, the Standing Committee has developed a draft Political Report. The draft Political Report has the following new points:
First, the Action Program for the 2026 - 2031 term includes 7 programs. In which, continuing to inherit and promote 06 action programs for the 2024 - 2029 term, supplementing the new Program: "Participating in science and technology development, innovation, building a digital society; promoting digital transformation in the Vietnam Fatherland Front system". The development of the new Program aims to implement the requirements of promoting science and technology development and digital transformation according to Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation; meeting the requirements of innovating the content and methods of operation of the Vietnam Fatherland Front in the new period.
Second, build directions and goals for the 2026-2031 term in a specific, detailed, and feasible direction; and at the same time supplement some term targets in a clear quantitative direction.
Action Program of the 11th National Congress of the Vietnam Fatherland Front, term 2026-2031:
- Program 1: Promote propaganda and mobilization, gather people from all walks of life, strengthen social consensus, and promote the strength of the great national unity bloc.
- Program 2: Representing and protecting the legitimate and lawful rights and interests of the People; improving the quality and effectiveness of supervision and social criticism, implementing democracy, actively participating in building the Party, State and political system.

On July 10, 2025, at the 4th Conference of the Central Committee of the Vietnam Fatherland Front, opinions were given on building the 11th Central Committee with 500 members, the Presidium with 100 members and assigned the Standing Committee to develop the 11th Personnel Project to submit to competent authorities for consideration. To synchronize with the arrangement of the organizational structure and cadres of the political system and focus on building the 11th Central Committee to operate effectively, promote the role of Committee members well, in accordance with the actual situation, the Standing Committee of the Central Committee has adjusted and submitted the number of members of the 11th Central Committee to 405 (equal to the 10th term) and has been agreed and approved by competent authorities at the 7th Conference of the Central Committee of the Vietnam Fatherland Front, 10th term.
Thus, the number of members of the 11th Central Committee of the Vietnam Fatherland Front is 405.
