On June 17, the 14th National Congress of Women, term 2026-2031, held the first working session with the participation of 789 official delegates representing all classes of women nationwide.
On behalf of female workers, civil servants, and laborers nationwide, the Vietnam General Confederation of Labor sent a paper to the Congress with the theme: "Coordination in propaganda, mobilization, care, and development of the female labor force, contributing to the implementation of economic growth goals".
According to current data, women account for nearly 47% of the social labor force; in many industries such as textiles, garments, footwear, electronics, education, health, services..., the proportion of female workers accounts for 60% to over 70%.
From factories, workshops, industrial parks to schools, hospitals, agencies, businesses; from direct production labor to intellectuals, scientists, managers, entrepreneurs..., in each field, women all show a spirit of responsibility, perseverance, creativity and strong aspiration to rise up.
Deeply aware of the role of women and female workers in the cause of national development, over the past time, the Vietnam General Confederation of Labor has closely coordinated with the Vietnam Women's Union, ministries, branches, localities and businesses to implement many synchronous solutions to raise awareness, care for life, protect the rights and promote the potential of female union members and workers.
Coordination work is not only limited to propaganda and mobilization but is increasingly focused on practical support for female workers in terms of employment, income, welfare, vocational skills, digital skills and adaptability to the shift of the labor market in the context of digital transformation and artificial intelligence.
First, trade union levels have promoted propaganda of the Party's guidelines and the State's policies and laws to a large number of female union members and workers through many rich and flexible forms.
Millions of female union members have accessed communication programs on life skills, parenting skills, reproductive health care, domestic violence prevention, labor safety and digital transformation adaptation skills.
Second, the emulation movement "Good at state affairs, good at housework" launched by the Vietnam General Confederation of Labor for many years, associated with the movement "Building Vietnamese women in the new era" launched by the Vietnam Women's Union, has truly become a training environment, a motivation to encourage female union members and workers to promote their talents, intelligence and bravery in labor, work and life.
Many outstanding female union members were honored to receive noble awards from the Vietnam Women's Union and the Vietnam General Confederation of Labor such as: Vietnam Women's Award, Kovalevskaia Award, Outstanding, Creative, and Responsible Female Union Member Award... Thereby continuing to spread the beautiful image of Vietnamese women in the new era.
Third, the work of caring for female union members and workers has achieved many practical results. Trade union levels have implemented many activities towards grassroots levels such as: "Tet Sum vay", "Trade Union Supermarket", "Trade Union Meal", "Trade Union Tet Market", "Workers' Cultural Activity Point", supporting workers' children to overcome difficulties and study well, awarding "Vietnam Trade Union Savings Books", "Trade Union Warm Houses"... contributing to improving material and spiritual life and creating attachment of workers to the trade union organization.
Besides the achieved results, a part of female workers still face many difficulties in jobs, income, housing, schools for children; the ability to access digital skills and adapt to digital transformation is still limited; the pressure to harmonize work and family is increasing...

The situation of lack of housing, cultural institutions, kindergartens, and schools for workers' children in many industrial parks is still a matter of concern. A part of informal female workers has not fully accessed social security, social insurance, and health insurance policies.
From the practical activities of trade unions and the requirements of national development in the new period, the Vietnam General Confederation of Labor proposes a number of key orientations to develop a high-quality female labor force, contributing to the achievement of the goal of rapid and sustainable growth.
First, continue to strengthen the Party's leadership, improve the effectiveness of coordination between trade union organizations, the Vietnam Women's Union, ministries, branches, localities and businesses in caring for, protecting and developing the female labor force; build an equal, safe, and friendly working environment for women.
Second, continue to improve policies and laws related to female labor, gender equality and social security; pay attention to policies to support female labor in industrial parks, export processing zones, informal labor and labor affected by digital transformation.
At the same time, strengthen coordination mechanisms in inspecting and supervising the implementation of policies and laws for female workers; promptly detect and solve problems arising right from the grassroots level.
Third, accompanying female workers in learning, improving qualifications, professional skills and digital skills; supporting female workers to adapt flexibly to changes in the labor market, not being left behind in the digital economy.
Promote vocational skills training programs, information technology skills, digital skills, foreign languages, soft skills for female workers; support women to access science and technology, innovation and entrepreneurship.
Fourth, continue to improve the effectiveness of patriotic emulation movements among female workers, civil servants, and laborers; discover, nurture, and honor typical examples; pay attention to training and introducing female cadres to participate in leadership and management positions in the political system and trade union organizations.
At the same time, focus on building the image of Vietnamese women in the new era with knowledge, ethics, health, responsibility to themselves, family and society; capable of quickly adapting to the development requirements of the country in the new era.
Fifth, continue to pay attention to the family life of workers; accompany female workers to build prosperous, progressive, and happy families. Continue to invest in developing facilities to serve workers such as social housing, kindergartens, schools, cultural and medical facilities, reproductive health care; improve the quality of spiritual life for female workers; ensure conditions for women to feel secure in working and be attached to businesses for a long time.
The Vietnam General Confederation of Labor will continue to closely coordinate with the Vietnam Women's Union and relevant agencies to better care for female union members and workers; build a comprehensively developed female labor force with knowledge, skills, bravery and high adaptability in the new era; thereby actively contributing to the cause of industrialization, modernization and the prosperous and happy development of the country.
