On August 10, the 1st Ha Bac Commune Party Congress, term 2025 - 2030, held an official and closed working session, unanimously approving the Congress Resolution with 26 main targets. In particular, the field of Party building determines the goal: The Party Committee completes its tasks well or better; each year, 90% of grassroots Party organizations and Party members complete their tasks well or better; 100% of the Vietnam Fatherland Front and socio-political organizations are classified as having completed their tasks well.
In terms of economy - society, the set targets include: budget revenue increases by an average of about 10%/year; increasing the value of products per hectare of agricultural land; developing enterprises and cooperatives; raising average income per capita higher than the city average; reducing the poverty rate to below 1%; the rate of health insurance participants reaches 97%; communes basically meeting the criteria to become ward administrative units by 2030.
The Congress identified 3 breakthroughs: Promoting industrialization of agriculture, especially clean and organic agriculture associated with product processing and consumption; Developing technical infrastructure, especially inter-regional transport infrastructure to attract investment; Promoting innovation, digital transformation, administrative reform, building e-government and improving the quality of cadres.
Speaking at the Congress, Deputy Secretary of the Hai Phong City Party Committee Pham Van Lap praised the results achieved in the past term, and suggested that the new term of the Ha Bac Commune Party Committee should focus on building a clean and strong Party Committee, innovating management thinking, and focusing on people's satisfaction.
The locality needs to make the most of the advantages of transportation, land, and labor; promote economic restructuring, develop trade, services, processing industry, and high-tech agriculture. At the same time, Ha Bac needs to protect the environment, improve people's lives, integrate synchronous planning, mobilize resources for key projects, prioritize transportation infrastructure, schools, healthcare and promote agricultural production in the direction of a circular economy, sustainable development.
At the Congress, the Standing Committee of the Hai Phong City Party Committee announced the decision to appoint the Executive Committee, the Standing Committee, the Secretary, and Deputy Secretary of the Ha Bac Commune Party Committee for the new term. The Executive Committee consists of 28 comrades; the Standing Committee consists of 11 comrades. Mr. Pham Van Hung - Party Committee Secretary, Chairman of the People's Council of the commune continues to hold the position of Secretary of the Party Committee of Ha Bac commune. Comrades Pham Van Trung and Nguyen Anh Tuan hold the position of Deputy Secretary of the Party Committee.
The Congress also elected a delegation to the City Party Congress, including 3 official delegates and 1 absent delegate.
