On March 11, in Hanoi, the Party Committee of the Vietnam Fatherland Front and central mass organizations organized a Conference to thoroughly grasp and implement Conclusion No. 230-KL/TW dated January 5, 2026 of the Politburo and the Secretariat on the Project on arranging and streamlining mass associations assigned tasks by the Party and State and the Project on evaluating the operating model of the Vietnam Cooperative Alliance and the Vietnam Chamber of Commerce and Industry Federation.
Attending the Conference were Comrade Nguyen Phi Long - Member of the Party Central Committee, Deputy Secretary of the Party Committee of the Fatherland Front, central mass organizations; Deputy Secretaries of the Party Committee of the Fatherland Front, central mass organizations: Tran Thang, Nguyen Thai Hoc; representatives of leaders of central committees, ministries, and branches; leaders of mass associations assigned tasks by the Party and State.
Conclusion No. 230-KL/TW dated January 5, 2026 of the Politburo and the Secretariat on the Project on arranging and streamlining Mass Associations assigned tasks by the Party and State clearly states: Unify the list of 29 Mass Associations assigned tasks by the Party and State at the Central level (Mass Associations).
The Vietnam Cooperative Alliance and the Vietnam Chamber of Commerce and Industry Federation are professional social organizations assigned tasks by the Party and State, without state management functions. The Prime Minister assigned tasks to these 2 organizations at the request of the Central Committee of the Vietnam Fatherland Front.
Among the 29 associations, the Vietnam Association for the Protection of People with Disabilities was formed when the Vietnam Association for the Protection of People with Disabilities and Orphans was merged with the Vietnam Association for the Relief of Children with Disabilities (there was a merger decision from the Ministry of Home Affairs).
Speaking at the Conference, Deputy Secretary of the Party Committee of the Fatherland Front and Central Agencies Nguyen Phi Long stated clearly that, from the content of the Conclusion, the Party Committee of the Fatherland Front and Central Agencies have issued Plan No. 08 - KH/ĐU dated February 27, 2026 (Plan No. 08) on the deployment and implementation of Conclusion No. 230-KL/TW.
The content of the Plan clearly states that the organization of thorough grasp throughout the Party Committee of the Fatherland Front and central mass organizations aims to raise awareness, responsibility, political determination, and the spirit of self-awareness and exemplary behavior of Party committees, Party organizations, agencies, association organizations, cadres, party members, and association members in implementing Conclusion No. 230-KL/TW.
According to the Plan, the Standing Committee of the Central Committee of the Vietnam Fatherland Front will preside over and coordinate with relevant units to direct mass associations to continue to study and review the streamlining of the internal organizational structure of the Associations; conduct a review of all houses and land, finances, assets assigned, or formed from the state budget, compare with the purpose and standards of use, evaluate the effectiveness of use; propose to keep which houses and land, assets and return, transfer houses and land, assets exceeding standards, not used or used for the wrong purpose, ineffective...
Continue to innovate the content and methods of operation of the Fatherland Front, socio-political organizations and mass associations according to the principle of voluntariness, self-management, self-financing, not for profit purposes; comply with the law, under the leadership of the Party, the management of the State and the unified guidance and coordination of the Vietnam Fatherland Front.
Along with that, issue regulations on coordination in orienting and managing the activities of mass associations assigned tasks by the Party and State; issue guidelines on some contents of organizing the Congresses of mass associations for the 2026 - 2031 term.
Also according to Deputy Secretary of the Party Committee of the Fatherland Front, Central mass organizations Nguyen Phi Long, Party committees at all levels in mass associations direct the development of a Project to implement Conclusion No. 230-KL/TW; continue to study and review the streamlining of the internal organizational structure, legal entities directly under the Associations; develop and submit a Job Position Project to be completed in April 2026.
At the Conference, delegates attending discussed and gave opinions on the content of Plan No. 08 to ensure the correct time and progress of implementing the arrangement of structure, organization, and apparatus according to the set schedule.
Recording the opinions of delegates attending the Conference, Deputy Secretary of the Party Committee of the Fatherland Front and Central Agencies Nguyen Phi Long emphasized that, in the spirit of objectivity, Associations need to proactively assess the process of implementing the work of Associations in the past time, thereby proposing implementation solutions in the content of the Project in accordance with the progress set out in Plan No. 08.
