Politburo member and Standing member of the Secretariat Tran Cam Tu signed and issued Conclusion No. 212-KL/TW (November 18, 2025) of the Politburo and the Secretariat on the orientation for developing standards for administrative units, classifying administrative units and classifying urban areas.
Conclusion stated at the meeting on November 14, 2025, considering the Government Party Committee's Submission on the Project on standards for administrative units, classification of administrative units and classification of urban areas (submission No. 03-TTr/DU, dated October 17, 2025), the Politburo and the Secretariat concluded as follows:
The Politburo and the Secretariat basically agreed with the Submission of the Government Party Committee. This is a very important issue for planning and strategic planning, and is the basis for issuing mechanisms and policies in line with the classification of administrative units and urban development in the future, meeting the requirements of national development, improving the effectiveness of modern government administration, serving the people; it is necessary to study, inherit and innovate the thinking of building a system of standards of administrative units, classify administrative units, classify urban areas with a long-term, comprehensive vision, long-term stability with the goal of sustainable development, strict, modern, smart urban management and promote digital transformation, well meeting the requirements of national development and international integration.
Carefully review and evaluate the impacts and quality of urban areas and administrative units to develop clear, scientific, and appropriate standards and criteria, ensuring unity and stability after the reorganization of the apparatus in the political system; urgently complete the criteria for classifying administrative units and classifying urban areas, especially administrative units with special and specific factors of historical, cultural, and scenic relics, in line with urban development trends, ensuring the environment, landscape, architecture, optimizing the connection of services, technical infrastructure, linking, and synchronously connecting between urban areas and administrative units. Urgently arrange cadres with management capacity, deep professional and technical skills for the commune level; develop appropriate policies and regimes for each type of administrative unit; continue to improve the decentralization of management, promote the effectiveness of local government at both levels to attract investment, meet the goal of creating development, improving people's lives; ensure maintaining political and social stability, strengthening national defense and security, and at the same time promote the integration of urban administrative units.
The Conclusion clearly states the assignment of the National Assembly Party Committee to lead and direct the issuance of a Resolution on standards for administrative units and the classification of unified and synchronous urban areas of the legal system to develop urban areas in accordance with local government at both levels and general trends (to be completed in November 2025).
In which, urban areas are determined based on development space, nature, functions, roles and locations in the national urban system, not limited to urban areas as an administrative unit; in case of establishing new wards on the basis of communes formed from the arrangement of previous towns, they must meet the standards and criteria in accordance with regulations.
The Politburo and the Secretariat assigned the Government Party Committee to lead and direct competent agencies to continue reviewing and perfecting legal documents regulating administrative unit standards, classifying administrative units and classifying urban areas scientifically, synchronously, uniformly, and in accordance with new conditions (to be completed in November 2025); at the same time, do a good job of propaganda so that cadres, party members and people clearly understand the goals, meanings, and create consensus in organizing implementation.
