On August 7, the National Steering Committee for Civil Defense issued an official dispatch to the People's Committees of coastal provinces and cities from Quang Ninh to Quang Tri and ministries and sectors on proactively responding to tropical depressions in the East Sea.
According to the National Center for Hydro-Meteorological Forecasting, on the morning of August 7, the low pressure area in the Gulf of Tonkin strengthened into a tropical depression.
At 9:00 AM on August 7, the center of the tropical depression was at about 19.8 degrees North latitude; 108.1 degrees East longitude, over the sea area southeast of Bach Long Vi special zone. The strongest wind near the center of the tropical depression was strong at level 6, gusting at level 8; moving in the East direction at a speed of about 5km/h.
Forecast until 9:00 AM on August 8th, the center of the tropical depression will be at about 19.5 degrees North latitude; 109.5 degrees East longitude, over the area north of Hainan Island (China), wind force level 6, gusts level 8 and moving in the East-Southeast direction at a speed of about 5km/h.
By 9:00 AM on August 9th, the tropical depression is forecast to continue moving in a Southeast-east direction and gradually weaken into a low pressure area.
Faced with the above developments, the National Steering Committee for Civil Defense requests localities to closely monitor the developments of the tropical depression; strictly manage vehicles going out to sea; organize counting, notify vehicle owners and captains of ships and boats operating at sea to proactively prevent, escape or not move into dangerous areas.
The Steering Committee also requested to closely monitor the operation of vehicles, especially tourist ships and boats operating in bays, coastal areas and islands.
Vehicle owners and captains are required to proactively deploy measures to prevent and respond to thunderstorms, tornadoes, and strong winds that may occur, ensuring safety for people in case of incidents. At the same time, localities must be ready with forces and vehicles to deploy rescue and relief when situations arise.
It is requested that mass media agencies strengthen information on the developments of the tropical depression to the government, ship owners operating at sea and people to proactively prevent and avoid it.
Ministries and sectors, according to their assigned functions and tasks, proactively direct and coordinate with localities to respond to tropical depressions; maintain serious duty and regularly report to the National Civil Defense Steering Committee through the Department of Dyke Management and Disaster Prevention and Control, Ministry of Agriculture and Environment.
