For example, in Vung Tau City, there are about 30 flooded spots, with a flooding time of 30-120 minutes; in Phu My town, there are about 7 flooded spots, with a time of about 30-90 minutes. Number of floods occurring many times a year during heavy rains.
According to the Department of Construction, the occurrence of flooding is due to many reasons such as: natural factors (prolonged heavy rain, tidal impact...); rapid urbanization; water management and operation; uncomplete drainage system... Vung Tau City and Phu My Town have a high urbanization rate, but so far the drainage system has not been invested in synchronous construction, still patchwork; has not met the drainage needs.
In Vung Tau City, the drainage axis is a chain of lakes, canals and culverts to prevent tides. However, only Bau Sen Lake and a small part of Bau Trung Lake have been invested. At the same time, many ponds and low-lying areas have been filled, leading to insufficient water supply and drainage. In addition, some main drainage lines are or have not been implemented; or some drainage lines have been invested but do not have a discharge port...
In Phu My, the main drainage axis along National Highway 51 is being invested in, causing flooding at many points on National Highway 51. The investment in industrial parks has been and will fill part or all of the natural streams, but the embankment line along the technical corridor has not been invested in, leading to the upstream urban area having no drainage and the downstream industrial area having water to overflow during the rain...
In addition, dredging work will not be carried out in 2024, only temporary dredging will be carried out to ensure no widespread flooding, prolonged during the 2024 rainy and stormy season.
Over 830 billion VND to maintain dredging and operating drainage lines
The Department of Construction has assigned the Provincial Construction Quality Assessment Center to coordinate with the People's Committees of districts, towns and cities to organize surveys and prepare estimates for maintenance and repair work; maintain dredging and patrol the operation of drainage systems in urban areas in 2025. On that basis, submit to the Provincial People's Committee for approval the budget for maintaining dredging and patrolling the operation of the drainage system in 2025; and the 5-year period (until 2029).
Of which, the estimated value in 2025 is more than 166.3 billion VND; and the estimated value in 5 years is more than 830 billion VND. Including costs: maintaining drainage systems; operating and patrolling drainage systems; managing public services and other costs.
At the same time, work with localities to thoroughly overcome black spots of flooding. For example, construction of a project of 12 flooded spots and sewers in Vung Tau City; continuing to complete the construction of a box culvert along National Highway 51 through Phu My town...
Mr. Nguyen Van Tho - Chairman of the Provincial People's Committee said that based on the report of the Department of Construction, the province has assigned this unit to coordinate in reviewing legal bases, implementation procedures for maintaining dredging and patrolling the operation of the drainage system for 2025; reviewing and re-evaluating the overall estimate for the 2025-2029 period in the spirit of thrift and fighting waste.
At the same time, the Provincial Inspectorate was assigned to inspect, evaluate and report the results of dredging and operating the drainage system in the province from 2019-2024; on this basis, develop a suitable and feasible plan for the period 2025-2029.
