According to the representative of the meteorological agency, storm No. 5 will form very quickly, will make landfall in just over 2 days and is likely to continuously strengthen as it approaches the shore.

On the morning of August 22, the Ministry of Agriculture and Environment held a meeting to respond to the tropical depression approaching the East Sea and likely to strengthen into a storm.

At the meeting, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep emphasized that the most worrying point is the possibility of storm No. 5 forming rapidly.

"Around tonight (8.22), the tropical depression will move into the East Sea, most likely strengthening into a storm. When entering the East Sea, the storm is forecast to move very quickly, so the response time is shortened" - Deputy Minister Nguyen Hoang Hiep stated.

Mr. Mai Van Khiem - Director of the National Center for Hydro-Meteorological Forecasting - said that when it strengthens into a storm, this is the 11th storm in the Northwest Pacific region and the 5th storm in the East Sea with the international name Kajiki.

"When the storm moves into the East Sea, storm No. 5 will move quickly, at a speed of about 20km/h. Around August 24, when the storm moves to the Hoang Sa archipelago, the intensity may reach level 10 - 11, gusting to level 13-14 and may even strengthen when moving into the Gulf of Tonkin. It is forecasted that on August 25, the storm will move into the mainland of our country" - Mr. Khiem said.

According to the Director of the Meteorological Agency, with the current wintering scenario, the storm's impact circulation is very large, affecting the coastal areas of the North and North Central regions.

"The coastal area from Nghe An to Quang Tri will be the main area affected by the storm's circulation, with the possibility of strong coastal winds of level 10 - 11, gusting to level 13 - 14" - Mr. Khiem emphasized.

Regarding heavy rain, from the night of August 24 to the end of August 27, the area from Thanh Hoa to Hue will experience a period of heavy to very heavy rain, with common rainfall from 150 - 300mm, some places over 600mm.

Reporting at the meeting, Mr. Nguyen Truong Son - Deputy Director of the Department of Dyke Management and Natural Disaster Prevention and Control - said that reviewing areas that may be affected by storms, coastal provinces and cities from Quang Ninh to Khanh Hoa have 45,889 ships with a length of over 6m.

The provinces and cities from Quang Ninh to Hue have 161,354 hectares of aquaculture, 31,831 cages, and 3,889 aquaculture hutes.

Currently in the late flood period; the water level of the lakes is at a low level compared to the water level accumulated until September 15, 2025.

The North has 2,495 reservoirs, with an average storage capacity of 66 - 95% of the designed capacity. There are currently 137 damaged lakes and 53 lakes under repair, upgrading, and new construction (Tuyen Quang 17, Lai Chau 1, Cao Bang 3, Dien Bien 3, Lao Cai 4, Thai Nguyen 11, Lang Son 3, Phu Tho 6, Bac Ninh 2, Ninh Binh 2).

The North Central region has 2,323 reservoirs, with a capacity of 71 - 82% of the designed capacity. There are currently 132 damaged lakes and 65 lakes under construction (Thanh Hoa 33, Nghe An 7, Ha Tinh 4, Quang Tri 18, Hue 3).

Regarding the situation of dykes, on the sea dykes and river dykes of the provinces from Quang Ninh to Quang Tri, there are 58 key locations of weak dykes (Quang Ninh 2, Hai Phong 8, Hung Yen 9, Ninh Binh 9, Thanh Hoa 1, Ha Tinh 15; Quang Tri 14).

On the sea dykes and river dykes of provinces and cities from Quang Ninh to Quang Tri, there are 7 unfinished works (Hai Phong 2; Hung Yen 1; Ninh Binh 3; Thanh Hoa 1).

"In particular, localities need to pay attention to reinforcing and ensuring safety for some unfinished construction works" - Mr. Son said.

Specifically, the reinforcement of 20m of the sea dike (not paved with structures and not yet constructed with waves) under the project to upgrade the dike with license plate 5 of Hung Yen province from K16+379.4-K16+479.4; reinforcing the top of the sea dike (not paved with structures) of the GoT Trang sea dike (Hai Hau sea dike), Ninh Binh province and the plan to ensure safety for the unfinished welding mines of the sea dike I, Hai Phong city ( mine 2), Con Tron sea dike, Hai Thinh, Thinh Long, Ninh Binh province, key dike points on the direct sea dykes, etc.
