The forum was chaired by Mr. Le Quoc Minh, member of the Party Central Committee, Editor-in-Chief of Nhan Dan Newspaper, Deputy Head of the Central Propaganda and Mass Mobilization Department, President of the Vietnam Journalists Association; Mr. Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong City; Mr. Nguyen Duc Loi, former member of the Party Central Committee, Permanent Vice President of the Vietnam Journalists Association; Mr. Phan Xuan Thuy, Deputy Head of the Central Propaganda and Mass Mobilization Department. The forum has the participation of nearly 100 Editor-in-Chief of central and local newspapers and magazines.
Speaking at the opening of the forum, Mr. Nguyen Duc Loi, former member of the Party Central Committee, Permanent Vice President of the Vietnam Journalists Association, emphasized that innovation is an inevitable trend, a strategic choice, requiring objectivity and top priority of our country to realize the aspiration to build a strong, prosperous country, with people increasingly prosperous and happy. The 13th National Party Congress affirmed: Science, technology, and innovation are the top national policies. General Secretary To Lam also emphasized: "Science - technology and innovation are a breakthrough to bring the country into a new era, an era of the Vietnamese people's rise".
From that perspective, Resolution 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation was born with new breakthroughs, helping to remove bottlenecks from awareness to institutions, contributing to unleashing creativity and investment resources for science, technology, innovation, especially determining "accepting risks, risk investments and delays in scientific research, technology development, innovation".
In the digital age, Vietnamese press is transforming strongly through digital transformation and the application of technology to help information be accessed quickly, spread widely and optimize efficiency to the public. To enhance information competitiveness, journalism is one of the fields that need the strongest innovation. For that reason, Resolution No. 57-NQ/TW of the Politburo with the specific mention of "S strongly developing the digital economy, digital society, digital government; promoting the application of science, technology and innovation in all fields, including journalism - media" is opening up great opportunities for the domestic press.

"Today's forum will record shared opinions, frank exchanges, proposals, and dedicated solutions so that newsrooms can receive opportunities from Resolution 57 in the most effective way" - the Standing Vice President of the Vietnam Journalists Association hopes.
At the 2025 Editor-in-Chief Forum, delegates discussed and shared about the opportunities, challenges, and legal corridors that Resolution 57-NQ/TW of the Politburo brings to Vietnamese journalism in the new era.
In particular, discussing the significance of Resolution 57-NQ/TW of the Politburo (hereinafter referred to as Resolution 57) for the innovation of Vietnamese press; the application of the pilot mechanism (sandbox) of Resolution 57 to support press agencies to innovate and promote new technology infrastructure.
The forum also discussed the feasibility of the proposal to establish a Press Innovation Support Fund; a Digital Transformation Fund for Public Journalism or a Press Development Fund. Along with that, discuss the possibility of accessing a credit source of 500,000 billion VND for science, technology, innovation for press agencies... This is also an opportunity for delegates to share experiences in approaching and keeping up with the spirit of Resolution 57 to build a press digital transformation strategy at press agencies as well as the challenges and obstacles of innovation and digital transformation at current news agencies.
In addition to Resolution 57, in order for the press to have the most favorable conditions for innovation, delegates will also discuss the proposal to add the content of digital transformation of the press as a national policy; exemption and reduction of taxes for investment activities in technology infrastructure, training of press digital human resources; building a national digital platform dedicated to the press in the Press Law (amended)...
