Current statistics show that Hanoi has about 5.6 million motorbikes and mopeds and Ho Chi Minh City has about 8.6 million vehicles. To meet the requirements for emission inspection, these two cities need about 1,000 inspection facilities. However, currently, Hanoi and Ho Chi Minh City only have about 70 automobile inspection facilities and if these facilities are used for motorbike inspection, it is necessary to restructure, reinvest in facilities and train human resources. If not calculated properly, the implementation will face many difficulties and there is a risk of "disappearance".
According to experts, to implement emission inspection for motorbikes and mopeds, Hanoi needs about 400 inspection facilities and Ho Chi Minh City needs about 600 facilities. In the latest draft on the roadmap for inspection of emissions of motorbikes and mopeds, the Ministry of Agriculture and Environment proposed to postpone the inspection time by 6 months compared to the original plan.
A representative of the Vietnam Association of Motorcycle Manufacturers said that it is reasonable to add a regulation allowing authorities to only impose a fine after 18 months from the date of inspection, while previously focusing on reminding and propagating to the people.
The goal is to make people understand that vehicles that do not meet inspection requirements will not be allowed to circulate. Motorbikes are still the main means of transport for people, so it will take time for vehicle owners to prepare.
The Vietnam Association of Motorcycle Manufacturers also recommends that the management agency consider issuing specific regulations so that businesses can implement them. At the same time, it is necessary to deploy testing and measurement before widely deploying, in order to accumulate experience and prepare infrastructure. Enterprises are committed to being ready to participate in this process, as well as supporting people in maintenance, repair, replacement of spare parts and emission measurement.
A representative of the Vietnam Register (Ministry of Construction) - Mr. Tran Hoang Phong said that motorbike emission testing is completely different from cars, because cars have a stable inspection system nationwide, while for motorbikes, it is necessary to build a new inspection system. According to the survey, in addition to dealers of car manufacturers who are willing to participate in the inspection, almost all of the current private facilities are not capable of meeting the demand.
Mr. Phong also said that with the current large number of motorbikes and a lack of infrastructure, implementing emission inspection for all motorbikes at one time will cause serious congestion. Therefore, Mr. Phong proposed to implement pre-inspection for high-emission vehicles, especially those manufactured before 2009. In Hanoi, there are more than 2 million motorbikes and Ho Chi Minh City has more than 3 million motorbikes of this type. The implementation of inspection of these vehicles will be consistent with the current capacity of inspection facilities, and after about 1-2 years, when the infrastructure is improved, inspection can be expanded to other types of vehicles.
The roadmap for implementing motorbike and moped emission inspection will start from July 1, 2027 in Hanoi and Ho Chi Minh City, instead of January 1, 2027 as originally planned.
By July 1, 2028, Hai Phong, Da Nang, Can Tho and Hue cities will implement emission inspection.
From July 1, 2030, the remaining provinces and cities across the country will begin emission inspection for motorbikes and mopeds.
