The draft Decision on Roadmaps for applying national technical regulations on emissions of motorbikes and mopeds participating in traffic in Vietnam clearly states that within 18 months from the date of implementation of emission inspection of motorbikes and mopeds in provinces and cities specified in Clause 1, Article 4, motorbikes and mopeds must undergo emission inspection. During this time, the authorities have increased propaganda, mobilization, and guidance on the implementation of emission inspection without implementing violation handling activities. After this deadline, the authorities will organize inspections, supervision, and handle violations according to regulations.
This information was given at a consultation meeting on the draft national technical regulations on emissions of cars, motorbikes, and mopeds and the roadmap for application. According to the latest draft, the time to start testing emissions for motorbikes and mopeds participating in traffic in Hanoi and Ho Chi Minh City is from July 1, 2027 (6 months later than the previous draft).
Mr. Nguyen Hoang Duc, Department of Environment, explained that this is based on assessing the level of compliance and preparation time to meet the conditions for motorbike emission inspection. "After surveying state and private inspection units, we determined that it would take at least two years to have enough inspection units to meet the current number of motorbikes and mopeds," said Mr. Duc.
Commenting on the roadmap for motorbike and moped emission inspection, Mr. Tran Hoang Phong (Vietnam Register) said that motorbike emission inspection is different from cars. For cars, the inspection system is stable, but for motorbikes and mopeds, it is still related to implementation capacity. According to statistics, Hanoi has 5.6 million registered vehicles, Ho Chi Minh City after the merger has about 8.6 million vehicles. With such a large number of cases when deployed simultaneously, there will be a risk of congestion.

Currently, we have car inspection centers, so that these facilities can inspect motorbikes, we need to restructure facilities. There are also requirements related to inspectors that need to be trained. Mr. Phong expressed concern when implementing it simultaneously. "We are worried that the match will break and we will not be able to do it" - Mr. Phong said.
Mr. Phong said that if measured at medium capacity, it will be about 7 minutes, but if measured correctly at high speed, the measurement time can last from 20-30 minutes, the productivity of an inspection facility will then be only 1/3 to 1/4, the total number of inspection facilities must increase to 3-4 times compared to calculations. From 1,000 to 3,000 to 4,000 - this is extremely worrying.
According to the representative of the Inspection Department, the penalty after 18 months is a humane regulation, but the reality of the inspection shows that people will not do anything if they have not been punished.
Mr. Le Hoai Nam - Deputy Director of the Department of Environment said that during this period, the authorities will increase propaganda and mobilization without handling violations, after 18 months to start. The reason given is that because the number of motorbikes and mopeds in Vietnam is very large, it is impossible to require people to inspect tens of millions of motorbikes in a short time, and it takes time, so the draft is expected to have a period of time for people to get acquainted with and conduct this inspection, which is also in line with the capacity of motorbike emission inspection units.
