Motorbikes in Hanoi and Ho Chi Minh City will apply emission standards from July 1, 2027 instead of January 1, 2027 as previously drafted.

On the morning of June 3, at a consultation meeting on the draft national technical regulations on emissions of automobiles, motorbikes, motorbikes and the application roadmap, Mr. Nguyen Hoang Duc, Department of Environment (Ministry of Agriculture and Environment) informed about the draft Decision on the Roadmap for regulating the application of national technical regulations on emissions of motorbikes and motorbikes participating in traffic in Vietnam.

Accordingly, this decision stipulates the roadmap for applying national technical regulations on emissions of motorbikes and mopeds participating in traffic in Vietnam. This Decision does not apply to motorbikes and specialized motorbikes under the management of the Ministry of National Defense and the Ministry of Public Security for national defense and security purposes.

According to the latest draft of the Roadmap for applying national technical regulations on emissions of motorbikes and mopeds participating in traffic in Vietnam announced by the Ministry of Agriculture and Environment, the time to start inspection of emissions of motorbikes and mopeds participating in traffic in Hanoi and Ho Chi Minh City is from July 1, 2027 (6 months later than the previous draft).

For the remaining provinces and centrally-run cities, motorbike emissions will be inspected from July 1, 2028, including Hai Phong, Can Tho, Da Nang and Hue (6 months later than the previous draft).

For other provinces, it will be applied from July 1, 2030. However, depending on the actual situation, these provinces and cities may regulate the application of the deadline earlier.

According to the Department of Environment, the latest Draft Regulations on the roadmap for applying national technical regulations on emissions of motorbikes and mopeds participating in traffic in Vietnam have postponed the inspection period compared to the previous draft, so that localities and people have more time to prepare, especially Hanoi and Ho Chi Minh City will tighten the implementation time of some regulations.

Regarding the level of application, motorbikes manufactured before 2008 apply Level 1 according to prescribed standards. Motorbikes manufactured from 2008 to 2016 apply Level 2, motorbikes manufactured from 2017 to June 30, 2026 apply Level 3. Motorbikes manufactured after July 1, 2026 apply Level 4.

Motorbikes manufactured before 2016 apply Level 1. Motorbikes manufactured from 2017 to June 30, 2027 apply Level 2. Motorbikes manufactured from July 1, 2027 apply Level 4.

For Hanoi and Ho Chi Minh City, motorbikes and mopeds participating in traffic in the area must meet the regulations on emissions of Level 2 or higher, calculated from January 1, 2030 (the previous draft was from January 1, 2032).

In particular, motorbikes and mopeds participating in traffic in the "low emission zone" of Hanoi city according to the provisions of the Capital Law must meet the emission regulations according to the Resolution of the People's Council.

The Ministry of Agriculture and Environment will guide the implementation of this roadmap, and at the same time develop and promulgate national technical regulations on emissions of motorbikes and mopeds participating in traffic in Vietnam.

Based on the actual situation, continue to research and develop regulations to increase emissions of motorbikes and mopeds participating in traffic in Vietnam and expand the subjects of application to submit to the Prime Minister for announcement of the next roadmap.

The Ministry of Construction will preside over the organization of inspection and certification of motorbikes and mopeds meeting the emission levels prescribed in this Decision, and supervise emission inspection facilities that conduct inspection of emissions of motorbikes and mopeds in compliance with this Decision.

The Ministry of Construction also presided over and coordinated with the Ministry of Agriculture and Environment, the Ministry of Public Security to organize the inspection of the exhaust inspection activities of motorcycles and motorbikes, sharing data to test the emissions of motorbikes and mopeds with the Ministry of Public Security, the Ministry of Agriculture and the Environment to perform the state management function.

The Ministry of Construction also stipulates the identification signs for inspection vehicles meeting different emission levels, creating conditions for vehicles meeting emission levels to operate in regions in different areas as prescribed in Article 4 of this Decision.
