In the next 1-2 weeks, issued regulations on automobile emission control
In the morning of 3.6 at the consultation meeting on the draft national technical regulation on car emissions, motorcycles, motorbikes and the application roadmap, Mr. Le Hoai Nam - Deputy Director of the Department of Environment (Ministry of Agriculture and Environment) said that according to the Law on Environmental Protection 2020, the Law on Road Traffic Safety 2024, the Ministry of Agriculture and Environment conducts the construction of the waste gas and motorbike rules.
For automobile emissions, control has been conducted according to the provisions of the Road Traffic Law and the Environmental Protection Law, however, in Vietnam, emission control has not been implemented before due to many objective and subjective reasons. Recently implementing the new policy, emission control has been included in the provisions of the new Law on Road Traffic Safety and Order.
"Currently, the emission regulations for cars in circulation in Vietnam have been submitted by the Ministry of Agriculture and Environment to prepare for promulgation. It will be completed in the next 1-2 weeks" - Mr. Nam said.

The Deputy Director of the Department of Environment said that the roadmap for applying the emission standards with cars is being implemented in accordance with the Prime Minister's Regulation 16. However, in order to continue to enhance the control of emissions from vehicles participating in traffic, the Ministry has applied a new standard to replace the Regulation 16 with the goal of careful control of vehicles participating in traffic and carefully controlled with localities facing heavier air pollution than the rest of the localities.
For motorbikes and mopeds, according to Mr. Le Hoai Nam, Vietnam has a large number of motorbikes and mopeds with 70 million vehicles, which are a major source of emissions, causing air pollution, affecting public health. Implementing the law on road traffic safety and order passed by the parliament, the Ministry of Agriculture and Environment has urgently deployed a roadmap to apply standards for motorbikes and mopeds and has issued a request for comments.
"For motorbike emissions, motorbikes are a policy that contributes to controlling emissions from a large number of vehicles in circulation in Vietnam. This policy will have a wide impact when implemented because motorbikes and mopeds are essential and are owned by all Vietnamese families, so the impact assessment also needs to be carefully considered" - Mr. Nam said.
The draft roadmap for applying emission standards to automobiles is as follows:




According to the draft, cars that have been granted a valid certificate of technical safety and environmental protection by a competent state agency will continue to be circulated until the next inspection period to be applied according to the emission roadmap prescribed in this Decision.
Regarding the implementation, the Ministry of Public Security will organize inspection and control of the compliance of cars according to the corresponding emissions in this Decision; handle violations in accordance with law. The Ministry of Construction presides over the inspection and certification of cars to meet the emission standards prescribed in this Decision and supervising motor vehicle registry establishments to inspect car emissions to comply with this Decision in checking and certifying technical safety and environmental protection.
