According to statistics, in November, the authorities detected and handled 69 cases with 68 subjects violating administrative regulations in the environmental field, with a total fine of nearly 2.5 billion VND.
Of which, industrial violations with 10 cases and a total fine of nearly 1.7 billion VND. Other areas were also strictly handled, including 22 cases related to food safety and hygiene ( Fine 470 million VND) and 3 cases in the field of construction and urban environment ( Fine 34 million VND).
Accumulated in 11 months, the city's functional forces have detected and handled a total of 276 administrative violations, a decrease of 39 cases (equivalent to 12.4%) compared to the same period last year. Violations mainly focus on discharging waste exceeding technical standards, violating hazardous waste management, illegally exploiting resources, encroaching on environmental protection corridors and not ensuring food hygiene and safety at production and business establishments.
One of the burning problems is the illegal dumping of construction waste (badminton), causing loss of urban beauty and frustration among the people.
Typically, on the afternoon of November 30, the Inspection Team for handling administrative violations of the environment in Son Tra Ward (Da Nang City) ambushed and caught a truck with license plate 43C-09188 illegally dumping waste at the end of Khuc Hao Street, at the foot of Thuan Phuoc Bridge. When the driver was performing the act, the Working Group immediately requested a stop and made a record to handle and temporarily detain the violating vehicle.
This area has long been a "hot spot" for illegal dumping of waste. Son Tra ward authorities have repeatedly organized ambushes and handled violations.
At the regular press conference on the afternoon of December 2, Mr. Nguyen Truong Son - Deputy Director of the Department of Agriculture and Environment of Da Nang City - said that the city is determined to find a solution to this problem. Accordingly, the City People's Committee issued Official Letter No. 3711, assigning the task to relevant units to quickly establish construction waste transfer points.
The People's Committees of communes and wards will review and coordinate with the Land Fund Development Centers to select suitable locations. After being agreed upon, these points will be advised to be added to the city's solid waste treatment plan until 2030, with a vision to 2045 (according to Decision 730).
The Department of Agriculture and Environment has assigned the Department of Environment to urge localities to urgently propose, ensure to meet practical needs and reduce illegal dumping.
"After determining and publicizing the collection points, people who bring their waste to the right place will not be prosecuted for violations. On the contrary, cases of dumping outside the planning scope will be strictly handled according to the law, Mr. Son emphasized.
