On the morning of December 26, Mr. Ung Dinh Hien - Chairman of Van Tuong Commune People's Committee said that the cause of the oil spill in Thuan Phuoc village, Van Tuong commune had been determined.
Accordingly, on the morning of December 24, the People's Committee of the commune received a report from the Village Chief and people of Thuan Phuoc village about the environmental incident due to oil from Depot 85/Kho 182 (Tuyet Diem 3 village, Van Tuong commune) overflowing into the fields preparing to sow rice for the 2025-2026 Winter-Spring crop, and following the water flowing into the river from Song Dam bridge area to Ba Ca Cai.

The reason is that Depot 85 of warehouse 182, Petroleum Department, General Department of Logistics and Engineering located in Tuyet Diem 3 village, in collaboration with the control force of the flow meter, organized the import of oil from Binh Son Refining and Petrochemical Company (BSR) into the unit.
During the oil import process, due to technical errors by the petroleum quality inspector, which were not operated properly, the oil spilled out, into the unit's rainwater drainage system and into the canal system in the fields and rivers.
Through the survey, the People's Committee of the commune initially recorded that about 10 hectares of people's cultivated land were affected, mainly the fields preparing to sow rice for the 2025-2026 Winter-Spring crop (people have soaked but cannot sow yet), along with some aquaculture households.
From the morning of December 24 to December 25, warehouse 85/Kho 182 and the construction unit is Quang Ngai Petroleum Service Joint Stock Company PTSC together with local forces to handle the spillway oil.

However, the oil spilling into the air has a very unpleasant odor, affecting the lives of 40 households in the surrounding area. Currently, 3 people have moved to another place of residence (1 person is sick, 1 person has just given birth and 1 person is pregnant).
The Commune People's Committee continues to monitor and support Depot 85/Kho 182 and the construction unit, Quang Ngai Petroleum Service Joint Stock Company PTSC, to speed up the progress of collecting the maximum amount of oil spilled on the water surface, and send it to be treated in accordance with regulations.

According to Mr. Ung Dinh Hien, the commune leaders have requested Sub-house 85 to regularly coordinate and promptly inform the People's Committee of Van Tuong commune, the Management Board of Dung Quat Economic Zone and Quang Ngai Industrial Parks and relevant agencies and units about the situation, progress of the repair, and solutions to overcome the oil spill until completion. The repair period is within 5 days from December 24, and the people must be responsible for paying the damaged costs.
The authorities are continuing to investigate and handle the incident, while clarifying the amount of diesel spilled into the environment (in cubic meters) as well as the extent of impact on the production land and the regional ecosystem.
