The oil source is overflowing into the rice-growing area and the flow of Song Dam - Bau Ca Cai originates from Depot 85 (Department 182, Petroleum Department) located in Van Tuong commune.
On the afternoon of December 25, the reporter's records in the fields and river systems in Team 6, Thuan Phuoc village, Van Tuong commune showed that a large amount of oil spilled into the river and spread into the rice fields prepared for sowing by the people. The strong smell of oil rose, large oil streaks formed a layer of coating on the water surface and the fields of the people. observing in reality, dead fish with white abs floating along the rivers and fields of the people.

Ms. Nguyen Thi Chanh (residing in Thuan Phuoc village, Van Tuong commune) said that oil has been spilled into the fields since yesterday. "If we sow, the rice will definitely be damaged, but now that the seeds have all but been sown, we have to sow for the winter-spring crop. If the land is contaminated with oil, it will not only affect this crop but also continue into the following years," Ms. Chanh worried.
According to Ms. Chanh, many households living along the river are extremely worried about serious pollution. Some people, who inhaled the strong smell of oil, had to go to the health station for health check-ups. "My family has about 1,600m2 of rice fields that were overflowed with oil. Not only my family but also the whole field was contaminated with oil. We hope that the units causing the incident will soon be responsible for compensating the people for the damage," Ms. Chanh suggested.

Reporters' records on the same afternoon showed that despite the oil splash that occurred early yesterday morning, the authorities are still urgently handling the oil spots. However, the scope and volume of oil spilled into the environment is very large, released by the water flows, so the drastic treatment is almost beyond strength.
According to many people's reflection, although oil has spread throughout the fields, because rice seeds have been pre-sown for sowing, many households are still forced to continue production in a state of insecurity, even though the smell of oil is still strong.

Mr. Phan Thanh Tam (team 6, Thuan Phuoc village, Van Tuong commune) said: "The day before, oil spilled into the fields, the strong smell was unbearable, so I was very worried. But because the rice seeds have already been allowed to grow, we have to renovate the fields to sow, or if we abandon them, we don't know how to make a living."
Report to the province, urgently coordinate to handle oil spills
Mr. Ung Dinh Hien - Chairman of Van Tuong Commune People's Committee said that the cause of the oil spill was determined: Depot 85 belongs to Depot 182, Petroleum Department, General Department of Logistics - Engineering in combination with the force to inspect the flow meter, organize the import of oil from Dung Quat Oil Refinery into the unit. However, during the oil import process, there was a technical error by the gasoline quality inspection team, the operation was not technically correct, causing the oil to overflow into the ditch of the unit.

On December 24, the People's Committee of Van Tuong commune organized a field inspection and requested Department 85/Department 182 to urgently take measures to prevent and fix the incident, minimizing the spread of the impact (using oil buoys and paper-based foam).
Through a preliminary review, the incident affected over 15 hectares of people's rice-growing land and over 3 hectares of aquaculture area in the locality. "The People's Committee of the commune is continuing to specifically count the area, number of households and level of damage to have a basis to propose solutions to handle and support people," said Mr. Hien.

According to Mr. Hien, this is an oil leak incident that risks causing environmental pollution and affecting production damage of people in Thuan Phuoc village, Van Tuong commune and the risk of spreading and spreading the leak to a large area. In addition, the unpleasant stench of diesel oil affects the health of households living in the area.
"The commune has reported the incident to the leaders of Quang Ngai province. On the morning of December 26, the locality will continue to be present at the scene, coordinating with authorities to handle the incident, said Mr. Hien.
