This afternoon, August 24, Mr. Do Tien Vinh, Department of Weather Forecast, National Center for Hydro-Meteorological Forecasting, said that the forecast for the Gulf of Tonkin area (including Bach Long Vi, Van Don, Co To, Cat Hai special zones; Hon Dau island), the coastal sea area of Quang Ninh, Hai Phong and Hung Yen provinces has strong winds of level 6-7, sea waves 2-3m high; the area near the storm center level 8-9, gusts of level 11; sea waves 3-5m high, very rough seas.

On the mainland coast of Quang Ninh, Hai Phong and Hung Yen provinces this evening (August 24), there is still a risk of strong winds at level 6, gusting at level 8.
According to Mr. Vinh, due to the impact of the intertropical convergence zone connected to storm No. 4 analyzed above, regarding heavy rain from the evening of August 24 to the morning of August 25, the southern part of the Northern Delta, the area of provinces from Thanh Hoa and Ha Tinh will have moderate to heavy rain, locally very heavy rain with common rainfall from 50-100mm, locally over 180mm. Warning of the risk of heavy rain with rainfall greater than 100mm/3h.
From the afternoon of August 25, heavy rain in the coastal area of the Northern region and from Thanh Hoa to Ha Tinh tends to gradually decrease. Due to heavy rain still occurring tonight and tomorrow morning, people need to pay close attention to the risk of flash floods, landslides, and flooding" - Mr. Vinh said.
Updated at 16:00 on August 24, the storm center is located at about 20 degrees North latitude - 107.3 degrees East longitude, on the sea area west of Bach Long Vi special zone, about 130km southeast of Quang Ninh, about 115km southeast of Hai Phong. The strongest wind near the storm center is strong at level 8-9 (62-88 km/h), gusting at level 11. The storm moves in the South-Southwest direction at a speed of about 5 km/h.
Forecast for the next 24 hours, the storm will move in a South-Southeast direction, at a speed of about 5 km/h.
By 16:00 on August 25, the storm's center will be located at about 19.7 degrees North latitude - 108.5 degrees East longitude; in the area east of the Gulf of Tonkin, about 110km east-southeast of Bach Long Vi special zone. Wind intensity level 8 - 9, gusts level 11.
Forecast for the next 48 hours, the storm will move in a North-Northeast direction, at a speed of 5-10 km/h and gradually weaken into a tropical depression.
By 16:00 on August 26, the center of the tropical depression will be located at about 21.5 degrees North latitude - 109.7 degrees East longitude; on the mainland coast of Guangxi province (China), about 260km northeast of the Bailongwei special zone. Wind intensity is strong at level 7, gusting at level 9.
Forecast for the next 72 hours, the tropical depression will move northward at a speed of 5-10 km/h and gradually weaken into a low pressure area.
By 16:00 on August 27, the center of the low pressure area will be located at about 23 degrees North latitude - 109.5 degrees East longitude; on land south of Guangxi province (China). Wind intensity will decrease to below level 6.
