Update on the latest bulletin issued from the National Center for Hydro-Meteorological Forecasting, at 13:00 on August 24, the center of storm No. 4 was located at about 20.2 degrees North latitude - 107.4 degrees East longitude, over the sea area west of Bach Long Vi special zone, about 115km southeast of Quang Ninh, about 105km east-southeast of Hai Phong. The strongest wind near the center of the storm is level 9 (75-88 km/h), gusting to level 11.
Forecast for the next 24 hours, the storm will move in a South-Southeast direction, at a speed of about 5 km/h.
By 13:00 on August 25, the storm's center will be located at about 19.7 degrees North latitude - 108.5 degrees East longitude; in the area east of the Gulf of Tonkin, about 110km east-southeast of Bach Long Vi special zone. Wind intensity level 9, gusts level 11.
Forecast for the next 48 hours, the storm will move in a North-Northeast direction, at a speed of 5-10 km/h and gradually weaken into a tropical depression.
By 13:00 on August 26, the center of the tropical depression will be located at about 21.4 degrees North latitude - 109.6 degrees East longitude; in the coastal sea of Guangxi province (China), about 250km northeast of the Bailongwei special zone. Wind intensity is strong at level 7, gusting at level 9.
Forecast for the next 72 hours, the tropical depression will move northward at a speed of 5-10 km/h and gradually weaken into a low pressure area.
By 13:00 on August 27, the center of the low pressure area will be located at about 22.8 degrees North latitude - 109.5 degrees East longitude; on land south of Guangxi province (China). Wind intensity will decrease to below level 6.
Regarding the impact of the storm at sea, the Gulf of Tonkin area (including special zones: Bach Long Vi, Van Don, Co To, Cat Hai; Hon Dau island), coastal sea areas of Quang Ninh, Hai Phong and Hung Yen provinces have strong winds at level 6-7, sea waves 2-3m high; the area near the storm center passing through strong at level 8-9, gusts at level 10-11; sea waves 3-5m high; very rough seas.
The coastal mainland of Quang Ninh, Hai Phong and Hung Yen provinces have strong winds at level 6, gusting at level 8.
Regarding heavy rain, the heavy rain area is tending to change.
From today, August 24th, the areas of Quang Ninh, Lang Son, Cao Bang, Bac Ninh, Thai Nguyen, and Hanoi provinces have reduced rain.
Forecast for the southern region of the Northern Delta and from Thanh Hoa to Ha Tinh from the afternoon of August 24 to the morning of August 25, there will be moderate rain, heavy rain and thunderstorms with common rainfall of 50 - 100mm, locally very heavy rain over 180mm.
Heavy rain may cause flooding in urban areas, industrial parks and low-lying areas; increasing the risk of floods on small rivers and streams, flash floods and landslides in mountainous areas.
