According to monitoring data from the national environmental quality monitoring system and hydrometeorological forecast, in the next 10 days, the Northern region, especially Hanoi and neighboring provinces, will experience unfavorable weather conditions (anthermal, calm wind, fog), reducing the possibility of diffusion of pollutants in the air environment, leading to the risk of high PM2.5 fine dust accumulation (AQI exceeding 150), directly affecting economic, social activities and public health.
To proactively control, prevent and minimize the level of pollution and adverse impacts of this pollution, the Ministry of Agriculture and Environment recommends that the People's Committees of provinces and centrally run cities focus on directing and implementing drastic urgent measures.
In particular, it is necessary to direct environmental sanitation units and project owners to invest in building transport infrastructure to immediately increase the frequency of road sweeping and vacuuming; use specialized vehicles to spray water to wash the roads at main traffic routes and urban gateways. Water spraying and dusty activities should be prioritized during off-peak hours to ensure effective reduction of dust accumulation before rush hour and avoid congestion.
At the same time, the Department of Construction, the Commune and Ward Police and local authorities need to strengthen inspection and supervision of construction sites in the area. Require strict implementation of measures to cover and sanitize vehicles entering and leaving the construction site; suspend construction (if necessary) for works that do not comply with regulations on environmental protection, causing dust, and allowing mud to spread onto the road.
Organize reviews and inspections of compliance with environmental protection regulations for industrial production facilities, especially facilities with large emissions (cement, thermal power, steel smelting, etc.), craft villages with incineration stages, especially recycling facilities (crafts villages) in the area. Control the stable operation of the emission treatment system, ensuring environmental technical standards.
In addition, the police force at the commune and ward levels is assigned as the core, coordinating with functional units to increase patrols, control, detect and strictly handle according to the provisions of law for the act of burning domestic solid waste, burning straw, agricultural by-products that are not in accordance with regulations, especially in border areas and along traffic intersections.
Direct the Department of Agriculture and Environment and the Department of Health to coordinate with local media agencies and newspapers to continuously update information on air quality, monitor VN_AQI index on the VNAir application. Propagate and recommend that people (especially the elderly, children, people with underlying respiratory diseases) minimize outdoor activities, exercise in the early morning and at night, and wear masks when going out during high VN_AQI levels to protect their health.
