A trillion-dong project is illegally dumped
The new urban sub-zone project No. 16 in Xuan Tang ward, Lao Cai city has a total investment cost of VND 1,378 billion, on a land area of 41.84 hectares. The project implementation period is 5 years, starting from 2021, with Kosy Joint Stock Company as the investor.
Through investigation, the licensed dumping location of the above project is in Group 16, Nam Cuong Ward, Lao Cai City.
However, in reality, during the project implementation, Kosy Joint Stock Company dumped excess soil and rock to many other locations.

According to Lao Dong's records on many days in April, every hour there are dozens of heavy trucks carrying soil to dump.
Typically, on April 17 and 18, after excavators were used to scoop up soil at the new urban sub-zone project No. 16, trucks with license plates: 24H-007.21, 24H-007.69, 24H-006.83 moved in the direction of Xuan Tang ward to Thong Nhat commune to dump waste here.
In the project implementation area, many large-capacity excavators are operating. The process of transporting soil here is very busy because a series of 4-axle trucks continuously enter and exit.


In addition to the above location, every time they leave the construction site of the new urban sub-zone project No. 16, a series of trucks are loaded with soil, vehicles with license plates: 24H-006.62, 24H-006.06... travel along Binh Minh Street towards the Pom Han Hot Water Resort project 2 km away to dump.
In addition, trucks with license plates: 24H-006.17, 24H-006.35, 24H-007.21, 24H-006.94 also took soil from here to dump into the technical infrastructure project of Lang Nhon Residential Area, Cam Duong Commune (The Lao Cai City Construction Investment Project Management Board is the investor) about 3 km away.
It can be seen that all of the above dumping sites are outside the locations where the project is licensed.



Every time they leave the project, these trucks carrying soil are not covered with tarpaulins, causing dust for road users.
Many people in Pom Han ward, Lao Cai city also expressed concern because the dumping of soil encroaching on the stream at the hot mineral water resort project poses a potential risk of difficulty draining floodwater due to blocked flow. Especially after the floods left by storm No. 3 in 2024.
Explanations from the parties
On April 19, exchanging PV, the representative of the construction unit of the new urban sub -project No. 16 confirmed the information about the emissions outside the licensing position and said: "We balance the embankment at the route. This time is constructing to the stone, projects in the area have stones to handle the beach.

Mr. Nguyen Thanh Luc, Director of the Lao Cai City Construction Investment Project Management Board, also admitted that there were vehicles carrying soil from the No. 16 urban sub-zone project dumped in the wrong location.
Mr. Nguyen Thanh Luc explained that because the project of the construction unit lacks a little land to build the roadbed, and the land of urban sub-area 16 is good land, so the contractor took it for use.
Meanwhile, when asked how many trucks carrying soil and rocks from the New Urban Sub-area Project No. 16 are dumped in many places, Mr. Dao Minh Khanh, Head of the Urban Management Department of Lao Cai City, replied "I don't know" and said he would let them check!
Kosy Joint Stock Company is a real estate unit in the ecosystem of Kosy Group, located at B6-BT5 My Dinh 2 New Urban Area (Nam Tu Liem District, Hanoi City).
Recently, this enterprise has been involved in many tax violations and violations during the project implementation process.
In July 2021, the Government Inspectorate concluded that the allocation of land to Kosy Group to implement the project to build a residential area of Kosy Song Cong Urban Area (Song Cong City, Thai Nguyen Province) without auctioning to select an investor was not in accordance with the provisions of law.
In February 2023, at the urban sub-zone project No. 16, Lao Cai City, this company was fined 70 million VND by the Lao Cai Department of Natural Resources and Environment for illegal dumping.
Recently, in March 2025, Kosy Joint Stock Company was fined and collected more than VND 6.8 billion by the Hanoi Tax Department for administrative violations of value added tax and corporate income tax; forced to pay the full amount of outstanding tax.
