Localities are implementing a number of contents related to personnel work as non-specialized personnel in villages and residential groups after arrangement.

According to the expected plan, Hanoi will arrange villages and residential groups (TDP) according to new criteria on household size. From the current 5,467 villages and TDPs, the city is expected to have 2,755 units, a reduction of 2,712 focal points.

The total number of non-specialized personnel and deputy heads of villages/deputy heads of residential groups is 17,696 people. According to the expected plan in the draft resolution, the total number of non-specialized personnel in villages and residential groups is 12,909 people, a decrease of 4,787 people.

Communes and wards in the city are implementing a number of contents related to non-specialized workers in villages and residential groups in the area.

According to Article 20 of Resolution No. 21/2026/NQ-HĐND of the Hanoi City People's Council, non-specialized personnel in villages and residential groups include the titles: Secretary of the Party Cell; Village Head or Group Leader of the residential group; Head of the Fatherland Front Committee; Deputy Village Head or Deputy Group Leader of the residential group.

Compared to previous regulations, Resolution No. 21 has added the titles of Deputy Village Head, Deputy Group Leader of TDP. Previously, non-specialized personnel in villages and TDPs only included 3 titles: Party Secretary, Village Head (Group Leader of TDP) and Head of the Fatherland Front Work Committee.

The Resolution also stipulates that the number of non-specialized personnel in each village and TDP is no more than 5 people. The specific arrangement is based on population size, local characteristics, nature of work and organizational requirements of the residential community, ensuring suitability with reality.

Thus, the policy does not mechanically increase the number of people participating in activities in villages and residential groups, but is actually rearranging the village and residential group focal points.

In Phu Tho, along with arranging administrative units at the grassroots level, the province pays special attention to personnel work and resolving regimes and policies for non-specialized personnel.

Currently, the whole province has 13,492 non-specialized workers in villages and residential groups and more than 40,000 people directly participating in activities at the grassroots level.

Communes and wards select people who are truly capable and reputable to hold key positions after arrangement; and at the same time fully and promptly resolve regimes and policies for redundant staff.

The arrangement, arrangement, and use of this human resource is carried out according to an appropriate roadmap, ensuring the legitimate rights of officials and employees affected by the arrangement process, while maintaining political and social stability in the locality.

In Ha Tinh, along with reorganizing villages and residential groups, this locality also links the arrangement with consolidating the team of non-specialized personnel in villages and residential groups.

The Department of Home Affairs continues to review and complete the plan; closely coordinate with departments and branches to research and advise on appropriate mechanisms and policies for non-specialized personnel in villages and residential groups based on central regulations and local practical conditions.

In Bac Ninh, it is expected that after arrangement, the whole province will still have 1,389 villages and residential groups; of which 1,338 units meet the standards for the scale of households and 51 units do not meet the standards.

Localities in the province are proactively reviewing the conditions on facilities, cultural institutions and organizational structure to ensure that units after arrangement quickly stabilize operations.

In which, proactively develop plans to arrange and arrange the contingent of cadres appropriately, ensuring that the units after the merger operate stably and effectively, opening up new development opportunities for the locality.
