Land records of hundreds of projects are still unfinished
The Department of Agriculture and Environment of Lam Dong province said that the whole province currently has 967 irrigation works, including 526 reservoirs, 255 dams, 13 culverts, 51 pumping stations, 91 temporary dams and 21 drainage canals, along with about 3,632km of canals and ditches.
The total designed capacity of 526 reservoirs is about 859 million m3 of water. However, the work of completing land records and establishing protection boundaries for irrigation works is still limited.
Through review, only 7/526 reservoirs have been allocated land, 2 projects have been leased land and no reservoirs have been granted land use right certificates.
The protection marker planting work has also not met the requirements. Currently, only 142/526 reservoirs have been marked, of which 2 works have lost markers. There are 5 projects under implementation, and 379 works have not yet implemented protection marker planting.
The Department of Agriculture and Environment assessed that the work of completing land dossiers and planting protection markers for irrigation works is still very low, not meeting the requirements of management, operation and protection of works.
In the western area of Lam Dong province, many large irrigation projects have not yet completed legal dossiers on land.
Dak Ro reservoir has a designed capacity of about 12 million m3, ensuring irrigation water for about 700ha of crops in Krong No and Nam Da communes.
Phase 1 of the project was completed in 2011, and handed over to Dak Nong Irrigation Works Exploitation One Member Limited Liability Company for management and operation from 2013.
To date, the lake has been marked with protection boundary markers but has not yet completed land allocation, land lease and land use right certificate issuance procedures.
Similarly, Nam Xuan reservoir is invested on an area of more than 95ha, designed capacity of about 9.3 million m3, total investment of 345 billion VND.
The project provides irrigation water for about 1,700ha of production land and domestic water for about 3,000 households.
Although boundary markers have been planted, Nam Xuan Lake has not yet been allocated land, leased land and issued land use right certificates.
Urgently complete dossiers, prevent the risk of encroachment
According to statistics, the western area of Lam Dong province has about 279 irrigation works, including 256 reservoirs and irrigation dams.
Most of the works are managed and operated by Dak Nong Irrigation Works Exploitation One Member Limited Liability Company; about 24 lakes and dams are managed by commune-level People's Committees.
The failure to complete legal documents causes difficulties for management and operation; and at the same time, it poses a risk of encroachment on construction land, affecting the management of land funds and water surface.
Faced with the above situation, Standing Vice Chairman of the Provincial People's Committee Le Trong Yen requested the Department of Agriculture and Environment to preside over and coordinate with localities and management units to urgently review all projects that have not completed legal dossiers on land.
The focus is on projects that have not been allocated land, leased land, have not been granted land use right certificates or have not completed planting protection markers.
Localities and management units must develop specific roadmaps, allocate funds for implementation; and at the same time restore lost protection markers to prevent land encroachment and ensure long-term project management.
The Department of Agriculture and Environment is assigned to guide units to complete dossiers for land allocation, land lease, and issuance of land use right certificates; monitor, urge and summarize results to advise the Provincial People's Committee to handle existing problems.
Completing land dossiers and planting protection markers will create a synchronous legal basis for the irrigation system, improve management efficiency, limit encroachment and protect the province's public land fund.
