Circular No. 92/2025/TT-BNNMT of the Ministry of Agriculture and Environment sets out new technical standards to tighten the management of waste sources from millions of motorbikes and motorcycles in circulation, effective from June 30, 2026. The circular is considered the most important legal preparation step to move towards eliminating polluting vehicles in major cities.
The core point of Circular 92/2025/TT-BNNMT is the classification of emission standards into 4 different levels (from Level 1 to Level 4), creating a flexible reference framework for management agencies to apply gradually tightening over time. The main controlled pollution parameters include Carbon Monoxide (CO) and Hydrocarbon (HC).

According to the new standards, for popular car lines using 4-stroke engines, emission limits will become increasingly strict when raising the application level. The maximum CO concentration allowed will decrease from 4.5% volume (at Levels 1 and 2) to only 2.0% when applying Level 4.
Similarly, the HC concentration limit is also tightened from 1,500 ppm to 1,000 ppm. In particular, for 2-stroke engine vehicles - which are considered a major source of emissions, the regulation shows decisiveness when requiring a reduction in HC concentration from 10,000 ppm (level 1) to a very low level of 2,000 ppm (levels 3 and 4).
The measurement method to determine these indicators will comply with the National Standard TCVN 11215:2015 (ISO 17479:2013) for motorcycles and motorbikes with forced combustion engines.

Regarding the emission testing of motorbikes and mopeds, it must be carried out by an emission testing facility certified to meet the inspection conditions according to the provisions of law on road traffic order and safety.
Emission measuring equipment for motorcycles and motorbikes must meet technical requirements specified in QCVN 103:2024/BGTVT - National Technical Regulations on technical facilities and locations of vehicle registration facilities, emission testing facilities for motorcycles and motorbikes issued together with Circular No. 50/2024/TT-BGTVT dated January 15, 2024 of the Minister of Transport, legal regulations on measurement and other relevant legal regulations.
Regarding the organization of implementation, the Ministry of Agriculture and Environment directs relevant affiliated units to guide and organize the implementation of this Regulation. The Ministry of Construction is assigned the task of organizing the inspection of emissions from motorbikes and motorcycles participating in road traffic in accordance with the law.
