On December 27, 2025, Hanoi Medical University submitted a proposal for a plan to merge and reorganize the two hospitals. Specifically, the Central Nursing - Rehabilitation Hospital will be merged and reorganized into Hanoi Medical University Hospital - Sam Son facility.
Previously, according to the decision signed and promulgated by Minister of Health Dao Hong Lan on December 31, 2025, the two hospitals mentioned above will be transferred in their original state to Hanoi Medical University for management.
The school is responsible for arranging and restructuring the organization in a streamlined direction, operating effectively and efficiently, gradually promoting the autonomy mechanism, in accordance with Resolution 19 of the 6th Central Conference of the 12th term and current regulations of the Government on public non-business units.
Orientation to develop into a specialized center for rehabilitation, traditional medicine, geriatrics and and andrology, meeting regional quality standards, and also being a practical training institution of the school.
Meanwhile, Central Hospital 71 will be reorganized into Hanoi Medical University Hospital - Thanh Hoa facility, focusing on developing key specialties such as tuberculosis - lungs, cardiovascular disease, oncology, surgery, kidney - blood filtration; both serving medical examination and treatment, and meeting training and practice requirements for students and postgraduate students.
Deputy Minister of Health Do Xuan Tuyen said that the transfer of the two hospitals is a step to concretize Decision 1704 of the Prime Minister on the plan to arrange and reorganize hospitals under the Ministry of Health until 2030, as well as the implementation plan of the Ministry of Health.
The Deputy Minister requested functional departments and agencies to closely coordinate with the two hospitals and Hanoi Medical University to complete all legal procedures, ensuring the handover takes place in accordance with regulations.
Leaders of the Ministry of Health also emphasized the requirement that the two hospitals must finalize all data on finance, personnel, equipment, infrastructure, debt, health insurance, as well as Party and mass organization work as of December 31, 2025.
Deputy Minister Do Xuan Tuyen requested relevant units to urgently and unanimously deploy, strive to complete the transfer before January 20, meeting the progress set by the Government and the Ministry of Health.
The transfer must ensure that it does not disrupt medical examination and treatment activities, and does not affect the rights of patients and workers.
