On October 14, Lieutenant General Pham Quang Ngan, Director of the Department of Militia and Self-Defense Forces (General Department of the Vietnam People's Army) signed a decision to award a Certificate of Merit to Mr. Nguyen Cong Diep, the village captain of Hiep Dong village, Thuong Thang commune, Hiep Hoa district (Bac Giang) for his brave actions in rescuing people swept away by floodwaters during storm No. 3 (Yagi).
On September 10, 2024, implementing the opinion of the Chairman of the People's Committee of Hiep Hoa district on mobilizing forces to participate in overcoming the consequences of storms and floods in Da Hoi village, Hop Thinh commune, the militia of Thuong Thang commune set out on duty.
At around 7:30 p.m., while moving to avoid the flood through an area with strong currents, Ngo Khanh Huyen (born in 2009), residing in Da Hoi village, was swept away by the water. Faced with the emergency situation, Mr. Nguyen Cong Diep and the mobile militia of Thuong Thang commune quickly rushed into the strong currents, swimming and constantly calling out and searching around the area according to the instructions of the people.
When he discovered Huyen struggling and scared in the whirlpool, Mr. Diep quickly approached, coordinated with some rescuers to calm her down, and brought her to a life buoy and safely to shore.
According to the Militia and Self-Defense Department, Mr. Diep's brave act of saving people in the midst of rushing water needs to be spread and replicated.
