At about 6 pm on May 8, in the Muong Hoa stream area passing through Ban Pho village (Ta Van commune), a dangerous situation occurred when Ms. Chau Thi S. (residing in Ban Pho village) while moving across the stream suddenly encountered a large flood.
Water from upstream poured in quickly, the fast flow caused the victim to be swept into the deep water area, unable to escape by themselves. Some people discovered the incident but due to bad weather conditions, the water rose high and flowed strongly, so they could not approach to rescue people.
At that moment, on the way back from a militia training session, Senior Lieutenant Phan Van Quyet - Assistant of the Military Command of Ta Van commune discovered a dangerous situation. Without hesitation, despite the cold rain and fast-flowing water, Senior Lieutenant Quyet quickly approached the scene and jumped into the stream to rescue people.
With practical situation handling experience and calmness, Senior Lieutenant Quyet approached the victim, brought Ms. S. to a safe area, avoiding the risk of being swept away by water.
According to research, Senior Lieutenant Phan Van Quyet was born in 1987, from Ta Van Day 2 village, Ta Van commune. As a local son, Senior Lieutenant Quyet is always attached to the grassroots level, showing a high sense of responsibility in military - national defense work in the area.
During his work, Senior Lieutenant Quyet used to hold the position of Commander of the Military Command of Ta Van commune (old) from 2022. After the area was rearranged on the basis of merging 3 communes Ta Van, Muong Hoa and Hoang Lien, he continued to be assigned tasks at the new Military Command of Ta Van commune.
Implementing the conclusion of the Politburo, from February 14, 2026, Mr. Phan Van Quyet was awarded the military rank of Senior Lieutenant, transferred from reserve officer to commanding officer and held the title of Assistant to the Military Command of Ta Van commune.
Not only in the situation that just happened, in recent years, Senior Lieutenant Phan Van Quyet has been present many times at disaster hotspots, rescue and relief in the area.
Senior Lieutenant Phan Van Quyet participated in overcoming the consequences of Typhoon Yagi in 2023, supported the search for drowning people in Den Thang village in 2025, as well as coordinated with functional forces to successfully search for many cases of tourists getting lost in the Hoang Lien National Park area.
As a local person, understanding the terrain, the comrade also actively participated in forest fire fighting, rescue support and did a good job of mass mobilization at the grassroots level.
Captain Phan Van Quyet's courageous action of rescuing people in the floodwaters continues to spread the image of soldiers who are close to the people, for the people, ready to be present in the most dangerous places. This is also a clear proof of the qualities of "Uncle Ho's soldiers" in the new era.
