Accordingly, Article 8 of Circular No. 25/2025/TT-BQP of the Ministry of National Defense mentioned the conversion of time to calculate the one-time allowance regime for officers who have ceased to serve in the army; officers in the army who died, from the ceiling or officers in the army who have transferred to defense civil servants.
Regarding the conversion of working time for some specific cases:
In case during the same period of service, if the officer meets 2 or more conditions as prescribed, he/she will only receive the highest conversion rate. In case the working time has the same conversion coefficient but not continuously, it will be accumulated and then the conversion will be carried out.
The working time in the area was not previously regulated but now the special allowance level is regulated at 100% or the regional allowance coefficient is 0.7 or higher, then the working time in that area will be converted to calculate the one-time allowance regime.
The working time in the area was previously stipulated to be 100% special allowance or the area allowance of a coefficient of 0.7 or higher, which then the competent authority stipulates that the area has a special allowance of less than 100%, or the area allowance under a coefficient of 0.7, the previous working time in the above area is up to the date of the competent authority to issue the new regulation as the time of working on the reserved time for the subsidy.
The period of working in a profession or job that the profession or job has not been previously classified, then the profession or job is classified by competent authorities as having Working Conditions of type IV or higher, the period from the beginning of working in this profession or job is counted as type IV or higher to convert to calculate the allowance.
The working time of a profession or job that was previously classified as lower, then the profession or job is classified as higher, will be counted as a higher period of time from the time of starting to work in that profession or job to convert to receive allowances.
The time of work or work that was previously ranked higher, then the job or job ranked lower, it is calculated by the higher time from the time when it comes to the job or the job before the adjacent date, it takes effect, then calculated according to the lower type from the effective date of the new prescribed to convert time to calculate the allowance.
The additional time due to conversion mentioned above is calculated to enjoy the one-time subsidy regime at the rate of one additional year due to conversion receiving a subsidy equal to 1 month of current salary.
The Circular also takes an example of comrade Do Xuan Quynh - Senior Lieutenant (salary coefficient 5.0), working in Truong Sa archipelago, where there is a regional allowance coefficient of 1.0 and a special allowance of 100% from May 2015 to April 2017 and from August 2020 to August 2021 (working time is converted to 1 year and 4 months is 3 years and 1 month);
The additional time due to conversion to calculate the allowance is 1 year), with a working period in the Army of 12 years and 3 months (calculated as seniority of 12%), in December 2024, the industry will be transferred to the Department of Home Affairs of Da Nang City.
Comrade Quynh's monthly salary for social insurance contributions at the time of his career change is:

2,340,000 VND x 5.0 = 11,700,000 VND.
Seniority allowance (12%):
11,700,000 VND x 12% = 1,404,000 VND.
Total: 13,104,000 VND/month.
Before transferring to the Department of Home Affairs of Da Nang City, Comrade Quynh was entitled to a one-time subsidy regime due to the time to be converted as:
