From March 1, 2025, the whole country will officially not organize district-level police, implementing the general policy, Quang Nam Provincial Police has dissolved 17 district-level police, leaving only the model of local police at 2 levels (provincial and commune).
Major General Nguyen Huu Hop, Director of Quang Nam Provincial Police, assessed: This is an important step to streamline the apparatus and improve operational efficiency according to the direction of the Ministry of Public Security.
With the urgent spirit of "running and lining up at the same time", the Provincial Police has urgently organized the work of arranging the team of leaders, commanders and officers of the district-level Police. Up to now, 23 leaders at the department level and the district-level police have voluntarily applied for early retirement, to facilitate the arrangement according to the new apparatus".
In addition, 16 department-level police officers, district-level police chiefs and 53 district-level deputy police chiefs were transferred to take up duties at professional departments under the Provincial Police.
When the district police are no longer there, the provincial police will comprehensively solve all problems, grasping the security and order situation in the locality. Commune-level police chiefs are assigned additional powers and communes will be increased in investigators and investigating officers. Each commune-level police will have at least 12 officers and soldiers.
Quang Nam Police also received 5 new state management tasks including: Network information security, aviation security, drug addiction treatment and post-drug addiction management, testing and issuance of driving licenses, criminal records from March 1, 2025. Major General Nguyen Huu Hop said that he has directed the entire force to quickly adapt to the changes, avoid problems, and meet practical requirements.
No interruption in work
According to statistics, each district-level police has tens of thousands of records related to security and order, residence registration, security and order incidents, crime reporting, politics, logistics and equipment and means for work... In an urgent time, Quang Nam Provincial Police have increased personnel support, applied technology to digitize records to ensure the handover progress, tightness and accuracy.
According to Lieutenant Colonel Le Nho Tam - former Head of Thang Binh District Police (transferred to the Provincial Police from March 1, 2025), the unit mobilizes maximum human resources, works continuously for many days, stays up late to check, compare records, documents, etc. Although it was hard, all the brothers determined that this was an important task, they had to do it carefully, not to let any mistakes happen.
Regarding the investigation, the cases and incidents being investigated by the provincial police will remain the same as at present. The cases that are being investigated by the district-level police or have been temporarily suspended from investigation will be reviewed and transferred to the provincial-level police investigation agency for further investigation. The case was transferred from the district to the province for investigation, then still assigned to the district-level People's Procuracy to exercise the right to prosecute and maintain the right to prosecute at the district-level court.
