Lang Son - The central residential area of Huu Lung town, after nearly 8 years of implementation, is still unfinished, with overgrown weeds in a desolate and unkempt scene .
Huu Lung Town Center Residential Area (Lang Son) has an area of 4 hectares, expected to accommodate more than 1,000 people. The project was approved by Lang Son Provincial People's Committee in October 2016 and implemented the same year. By the end of 2019, it was withdrawn, canceled, and re-bidding was organized.By May 2020, the People's Committee of Lang Son province organized a bidding and selected the investor to implement the project, a joint venture of SDN Construction and Investment Design Consulting Joint Stock Company - Licogi Joint Stock Company13 construction foundation (in the district). Thanh Xuan, Hanoi City). The estimated implementation cost is over 138 billion VND. This is a project with a prime location in the center of Huu Lung town.In July 2020, Lang Son Provincial People's Committee and the investor signed Contract No. 68 to implement the project with completion time in 30 months (ie January 2023). However, after completing some items, the project temporarily stopped implementation and fell into a state of inactivity. As noted by the reporter at the beginning of August 2024, the central residential area of Huu Lung town was still messy and unfinished. Many technical works have not been completed, weeds are overgrown in desolation, causing loss of urban beauty.Up to now, this residential area has shown no signs that construction will resume.A resident of the project said that his family had more than 389 square meters of land recovered. Previously, thanks to livestock raising, each year they earned nearly 350 million. From 2016 until now, people have not dared to invest in livestock, leading to economic losses and unstable lives.Meanwhile, many other households are living in degraded houses that cannot be repaired. Heavy rains flood them due to incomplete drainage systems and materials are scattered on walkways, making them unsafe.Household waste is scattered widely in many places in unfinished residential areas, polluting the living environment for those who are still living there.Currently, out of a total of 90 households and individuals affected by the project, more than half have not yet been handed over and coordinated with the inventory. Many households disagree because they think the compensation price for site clearance is not satisfactory.Over the past many years, households whose land was confiscated for the project have continuously reported and made recommendations to the authorities, hoping to soon resolve the project's problems so that people can soon stabilize their lives. However, to date the project is still unfinished. On August 12, talking to reporters, Mr. Nguyen Quang Nhue - Chairman of Huu Lung Town People's Committee confirmed that up to now, the Huu Lung Town Center Residential Area Project has not been completed due to problems with land prices and solutions. ground clearance."In the new residential area, there are 2 households coming to build, the electricity and water lines are being done by the people themselves. The project has just been adjusted and the time limit extended, in addition, the competent authorities are actively removing the problems. Difficulties and problems with the premises", informed the leader of Huu Lung town.
Extend implementation time
In November 2023, the Department of Construction of Lang Son province issued report 414 on the proposal to sign an appendix to the Contract to implement the Huu Lung Town Center Residential Area Project. In particular, it is proposed that the People's Committee of Lang Son province amend the contract implementation term from 30 months to 62 months.
Accordingly, by October 2024, land will be forcibly recovered in cases where households do not hand over the premises. By the end of December 2024, land will be allocated to investors for implementation and acceptance and handover of the project from July to August 2025.
