Chaotic airport connecting road project worth over a trillion VND in Hue
PHÚC ĐẠT - NGUYỄN LUÂN |
HUE - The To Huu extended road project to Phu Bai airport has a total investment of more than 1.1 trillion VND, construction is sluggish, workers are sparse, and machinery is cluttered.
From above, the entire To Huu extended road to Phu Bai airport (Hue City) in mid-January 2026 shows a quiet construction scene, not commensurate with the scale of the key traffic project but still very messy. At the starting point of the route, the area intersecting with Thanh Thuy inter-ward road (package No. 21), the bridge foundation item is under construction, not completed, and the construction site is sparsely populated with manpower. On both sides of the route are short service roads, flooded, muddy, and scattered in the middle of the fields, causing difficulties for construction organization. On the construction site, there are only a few workers working sporadically, machinery operates slowly, and at many times it is almost "inactive".Building materials are left unused, many iron bars and components are lying scattered in the mud, posing a risk of unsafety and waste.Moving to the end of the route under package No. 20, the construction atmosphere is also less bustling, mainly focusing on some drainage items along the route. Two box culverts and some sections of concrete embankment are under construction, not yet completed, while most equipment and machinery are lying motionless, covered in dust. Many sections of the route are still just vacant land, have not been paved with roadbeds, and show no signs of being deployed simultaneously according to expected progress. One of the major reasons for the slow project implementation is obstacles in site clearance. According to the Project Management Board for Investment and Construction of Area 3, to date, more than 40ha of land has been handed over out of a total of 64.2ha. The project has affected 821 households, of which only 508 households have handed over land, and 313 households have not yet handed over. From July 1, 2025 to now, the unit has approved compensation plans for 147 households, with a total cost of nearly 60 billion VND. In package No. 20 alone, the investor has only received 6.31/13.13ha of land.
The To Huu extended road project to Phu Bai airport (Hue City) is about 9.59km long, starting point in Zone E - An Van Duong New Urban Area, ending point at the intersection of Thuan Hoa road with National Highway 1 (Phu Bai ward).
The project was approved in 2023, with a implementation time of 4 years, with a total investment of 1,143 billion VND. The project includes 2 bidding packages, of which bidding package No. 21 is about 6.1km long, with a cross-section scale of 60m, contract value of more than 583 billion VND, constructed by the joint venture 456 Joint Stock Company, Dong Tam Group, An Phu Quang Ninh and FECON.
Package No. 20 is about 3.49km long, 36m in diameter, worth more than 132 billion VND, constructed by Thua Thien Hue Road Management and Construction Joint Stock Company, Thua Thien Hue Road I Joint Stock Company and Viet Anh Investment Joint Stock Company.
