According to the HCM City Traffic Construction Investment Management Board (investor), the Nguyen Khoi bridge and road project is currently in the stage of preparing an adjusted feasibility study report.
However, the appraisal and approval of this report requires the completion of local planning of 1/2000 scale zoning projects related to wards in Districts 1, 4 and 7.
Currently, District 4 People's Committee has sent a document to the Department of Planning and Architecture to seek professional opinions on adjusting the 1/2000 scale planning for the residential area of Ward 1 and Ward 2 - 10. However, District 1 and District 7 have not yet completed the documents to adjust the planning projects related to the project.
In addition, in March this year, the HCMC People's Council approved the recovery of about 1.7 hectares of land from 100 households and 25 groups in District 4 to implement the project. However, up to now, District 4 has not implemented compensation, support, and resettlement for the project.
According to the plan, the Nguyen Khoi bridge and road project will start construction at the end of 2024 and be completed in 2027. However, to achieve this goal, the relevant districts must coordinate closely and speed up the site clearance process as well as complete planning procedures.
Therefore, the Traffic Committee has recommended that the Steering Committee for key projects in Ho Chi Minh City direct the People's Committees of Districts 1, 4 and 7 to speed up the procedures for adjusting the planning related to the project and complete the approval before September 20. District 4 needs to promptly implement the procedures for compensation, support and resettlement from September to ensure timely disbursement of VND770 billion this year.
Currently, from Nha Be, District 7 to District 1 and 4, there are two main roads: Nguyen Huu Tho - Kenh Te bridge and Huynh Tan Phat - Tan Thuan bridge - Nguyen Tat Thanh street. These roads are all seriously overloaded, leading to frequent traffic jams.
To reduce the load on these roads, since 2016, the Ho Chi Minh City People's Council has approved the policy of building a bridge on Nguyen Khoi Street across the Te Canal, connecting Districts 7, 4 and 1. The project has a total investment of 1,250 billion VND (later increased to more than 2,800 billion VND due to scale adjustment) to open a new road to the central area. However, for the next 7 years, the project remained on paper due to lack of capital.
At the end of 2023, the Ho Chi Minh City People's Council adjusted the investment policy of the Nguyen Khoi bridge project, increasing the total capital to more than 3,700 billion VND due to changes in scale. The project has a total length of nearly 5 km, of which the bridge section is about 2.5 km, 6.5-25.5 m wide; the road section is more than 2.3 km long, 26.5-61.5 m wide.
The project starts from D1 Street (connecting Saigon University with Nguyen Van Linh Street and Him Lam residential area, District 7), then the main bridge crosses Te Canal by overpass along Nguyen Khoi Street. The bridge continues to cross Ben Nghe Canal, connecting to Vo Van Kiet Street (District 1).
In addition to the main route, the project includes branches connecting to the lower roads of Tran Xuan Soan, Ton That Thuyet and Vo Van Kiet.
