Over the past 20 years, hundreds of people in Tan Lap Residential Group (Dong Tho Ward, Thanh Hoa City) have been affected by the planning of the Tay Bac Ga Industrial Park.
Since 2003, due to being in the planning, this neighborhood has not received investment in infrastructure, the infrastructure is now seriously degraded, and people's lives face many difficulties.
Y Lan road through the residential area has seriously degraded, only about 4m wide, the road surface has many "potholes", making it extremely difficult for vehicles to travel. It is worth mentioning that this is an inter-ward road, connecting Dinh Huong Industrial Park - Tay Bac Ga to Phu Son ward, so people and vehicles travel quite crowded every day. Not only traffic problems, flooding and environmental pollution also frequently occur in this area.
The rice fields near residential areas become the water "navel" of the whole area when it rains. Houses with low ground suffer from rainwater and environmental pollution. Many people want to renovate and raise their houses but it is difficult because of planning and high costs.
Also because of planning problems, the stagnant water sources have not been cleared for a long time, so trees and weeds grow wildly, becoming a place for mosquitoes to live and breed, causing pollution, and a place for illegal dumping of waste...
“Many times we feel sorry for ourselves because we are “stuck” in the planning. Every time we make a request, the officials explain that because it is part of the planning, the status quo should be maintained. We don’t know how long the current infrastructure here will have to remain the same,” said an indignant resident.
People have reported this incident many times to the authorities. Recently, the People's Council of Thanh Hoa province has issued a specific response document.
According to the content of this response document, Dinh Huong - Tay Bac Ga Industrial Park is planning and asking for opinions from relevant communities on the basis of merging Dinh Huong Industrial Park and Tay Bac Ga Industrial Park (including phase 1 and phase 2) according to the current planning, with no content of expanding the planning boundary of the industrial park.
The results of the consultation with the community on the content of the detailed planning adjustment project at a scale of 1/500 of Dinh Huong Industrial Park - Tay Bac Ga were not consistent with the content of the planning project and the resettlement arrangement at 4 locations proposed by Thanh Hoa City People's Committee.
Based on public opinions and data from investigations and surveys of respiratory diseases of households and environmental monitoring of residential areas located in industrial parks, Thanh Hoa Provincial People's Committee will direct the Management Board of Nghi Son Economic Zone and Industrial Parks to analyze and evaluate the advantages and disadvantages of the plan to relocate residents or the plan to stabilize residents in place to propose a plan to select a suitable resettlement location.
