Clause 1, Article 20 of Decree 102/2024/ND-CP detailing the implementation of a number of articles of the 2024 Land Law stipulates the content of district-level land use planning as follows:
a) Analyze and evaluate natural, economic, social conditions, current environmental status and climate change affecting land use at the district level;
b) Analyze and evaluate district and provincial resources that directly impact district-level land use;
c) Analyze and evaluate the current status of land use, land use changes in the previous 10 years, and results of implementing district-level land use planning in the previous period according to land types specified in Article 9 of the Land Law and Articles 4, 5 and 6 of this Decree;
d) Analyze and evaluate the situation of land management and use according to the contents of state management of land prescribed in Article 20 of the Land Law related to district-level land use planning;
d) Determine the viewpoints and objectives of using agricultural land groups, non-agricultural land groups, and unused land groups in accordance with socio-economic development goals and land use planning during the planning period; meet the requirements of socio-economic development, national defense, security, environmental protection, and adaptation to climate change;
e) Forecasting trends in land use structure change during the planning period;
g) Determine land use indicators by land type, including land use indicators allocated by provincial land use planning to district level and the area of remaining land types specified in Article 9 of the Land Law and Articles 4, 5 and 6 of this Decree according to land use needs at district level to each commune-level administrative unit;
h) Diverging the 5-year land use plan in the district-level land use plan and developing the first year land use plan of the planning period according to the content specified in Point g of this Clause;
i) Solutions and resources for implementing land use planning: solutions for land protection, improvement, environmental protection, natural disaster response, climate change adaptation; determining resources for implementing land use planning; solutions for organizing implementation and monitoring implementation of land use planning.
Thus, district-level land use planning includes the above contents.
