Information about the contractor using black sand as concrete in the Nghia Do Park renovation project

Hanoi - The People's Committee of Cau Giay District has just issued a document responding to the complaint about the contractor using black sand for concrete at the Nghia Do Park renovation project.

Implementing the direction of the Chairman of the Hanoi People's Committee in Document No. 5558/ dated April 23, 2025, the People's Committee of Cau Giay District has requested relevant units to review and verify information reported by the press about the use of black sand at the construction site.

On April 25, 2025, the Cau Giay District Investment and Construction Project Management Board - the project investor issued Report No. 637 on the construction implementation status.

According to the report, the management of input material quality is strictly implemented: The investor has approved the list of materials and materials used as a basis for acceptance and supervision; at the same time, inspect the capacity and equipment lines of the commercial concrete supplier - Duong Chau Construction and Investment Company Limited before approval.

During the construction process, the supervision consulting unit has fully accepted items such as steel piles and phase piles before pouring concrete; commercial concrete samples are taken according to the process for testing and quality assessment.

As of the time of inspection, the concrete wall item of the garbage storage facility is still in the process of maintenance and does not meet the acceptance requirements due to not reaching the standards for sewing time.

Regarding the reflection from the people, the Project Management Board has made a record to record the incident. At the meeting, the construction contractor and the supervision consultant confirmed the construction process complied with the design and technical standards.

On April 24, 2025, the People's Committee of the district continued to assign the Department of Economy, Infrastructure and Urban Areas to coordinate with functional departments to conduct field inspections. According to records, the contractor is implementing many items such as leveling the playground, building flower beds, constructing the foundation of the pedestrian bridge, garbage storage...

In particular, the concrete used for the garbage collection house is commercial concrete, with a complete inspection, sample collection and quality testing process.

According to the concrete concrete sample results on April 2, 2025, the intensity of the waste concrete concrete reached 111.1% compared to the design. For the concrete wall, the contractor has cast the model team on April 21, 2025 and is maintaining the right process. Quality will be evaluated after experimental results.

A representative of the People's Committee of Cau Giay District said that the reason for the misunderstanding is that during the construction process, the contractor simultaneously implemented many items using black sand (building, placing walls, returning fences...), not related to the construction of concrete walls for garbage houses.

Currently, the District People's Committee has directed the investor to conduct independent inspection of the quality of concrete concrete. If the test results show that concrete does not meet the design requirements, the District People's Committee will require the contractor to dismantle the entire item and re -construct in accordance with the standards.
