The Dong Dang - Tra Linh Expressway has a total length of 121 km, divided into 2 investment phases with a total investment of nearly VND23,000 billion.
After giving up land to build a highway, households in the 5 communes of Chi Lang, De Tham, Hung Viet, Hung Son and Chi Minh (old) are assured of settling down and making a living, because the locality is implementing the Pac Luong Resettlement Area project (Trang Dinh district, Lang Son).
According to the Trang Dinh District Investment and Construction Project Management Board (now the Project Management Board of Area 8, Lang Son Province), on June 18, the unit completed the assessment and selection of contractors. The consortium of 8 winning enterprises is Hoang Ha Lang Son Company Limited as the leading unit.
Households are excited when the investor affirmed that they have requested contractors to urgently implement the construction, expected to start construction before June 30, 2025.
A representative of the Project Management Board of Region 8 said that the goal is to complete the land along with the electricity and water systems before the Lunar New Year 2026, and hand them over to the people.
However, up to now, there is no sign that the resettlement area has started construction.
According to Lao Dong reporters, in De Tham commune, temporary houses of people are precariously perched on the red dirt road leading to the expressway construction site.
The tents are covered with old tarpaulins, quickly assembled from interleaved wood and rusted corrugated iron. Inside, the bamboo bed was placed close to the cracked wall, the corner of the house temporarily had a few rusty pot cages.
Mr. Huong Duy Tung - Vice Chairman of the People's Committee of Trang Dinh Commune, Lang Son Province said: "We also hope that the resettlement project will start and be completed soon to ensure the lives of people in the area affected by the expressway project".
The words of Mr. Trang Dinh Commune Vice Chairman show that the commune level cannot decide on resettlement, only relying on superiors.
People also have a legitimate request, that is, a resettlement project should be implemented soon to have a place to build a house, stabilize livelihoods after many months of living in temporary conditions.
We would like to send the request of the people to the leaders of Lang Son province.
And I would like to reiterate Prime Minister Pham Minh Chinh's words on site clearance and resettlement support: "The viewpoint of the Party and State is very clear, when reclaiming land, people are resettled, and move to another place to live, the new place must be at least equal to or better than the old place of residence".
