On the morning of October 22, the 15th National Assembly reviewed and commented on the Draft amending and supplementing the Law on Education, the Law on Higher Education and the Law on Vocational Education.
Regarding the Law on Education, there are many amendments and supplements, including removing the regulation on granting secondary school graduation certificates, replacing them with the principal confirming the completion of the study program.
In recent years, investment in education has been increasingly increased, from facilities to textbook programs as well as fine arts training subjects. Our children have access to higher quality and relatively more equitable education.
Many public and non-public universities have been established, international universities are also licensed to operate in Vietnam. With the current development of higher education, people have the opportunity to study for higher degrees.
In the labor market, recruitment standards are very high, businesses, agencies and organizations not only require university graduation but also compare which university level is reputable or not.
So, it is not necessary to grant a secondary school diploma because students have finished the program, the principal confirms, that is enough.
From the plan to abandon the issuance of junior high school graduation certificates, it is also necessary to study the issuance of high school graduation certificates.
Any student who has completed high school graduation will be confirmed by the principal of the school where they study.
In the digital age, information about completing students' study programs is included in the school's information system, connected to the information system of the local education sector and the Ministry of Education and Training.
This database is public, anyone can look up to verify the degree or completion of the study program of the person in need.
Any agency, organization or enterprise that receives personnel recruitment documents only needs to go to the data system of the Ministry of Education and Training to have full information about that personnel.
The education sector's data system will provide full information about the learning and training process of each citizen: Which school to study, which level program to complete, which year, so there is no need to issue a secondary or high school diploma.
This is also a way to prevent the use of fake degrees as has happened before.
Previously, when there were no technology applications and digital activities of e-government, manual degrees were needed.
Nowadays, anything that can be digitized does not require documents. That is in line with the spirit of administrative reform and applied to life in the digital age.
