The Prime Minister requested to reduce or not require individuals and organizations to provide components of the dossier that the information was in the databases.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 201/CD-TTg dated October 22, 2025 on focusing on reviewing, cutting, and simplifying data-based administrative procedures (TTHC).

The Prime Minister requests Ministers, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and cities:

Urgently direct the review of 734 administrative procedures according to Document No. 4735/TCT of the Working Group implementing Project 06, reforming administrative procedures, digital transformation associated with Project 06 and other administrative procedures containing one of 15 types of documents that already have information on national and specialized databases that can be cut immediately.

Ministries and ministerial-level agencies speed up the completion of amending and supplementing legal documents to implement the plans to reduce and simplify administrative procedures approved in the Prime Minister's decisions in each management area.

In particular, proactively cutting or not requiring individuals and organizations to provide documents that already have information in the databases.

For the 668 specific administrative procedures issued by localities, Chairmen of People's Committees of provinces and cities direct the review and consultation of competent authorities in localities to amend and supplement legal documents to implement the reduction or not require individuals and organizations to provide documents that are already available in databases.

This content must be completed no later than November 15, 2025 or at the nearest People's Council meeting.

Ministries, branches and localities shall send the review results to the Ministry of Justice before October 31, 2025.

The Minister of Justice is responsible for guiding ministries, branches and localities to conduct specific reviews of administrative procedures whose dossier components are 1 of 15 types of documents with data, which can be cut; propose plans to cut and simplify administrative procedures.

In which, it clearly stipulates the articles, clauses, and points in legal documents that need to be amended and supplemented to ensure the implementation of the plan. Complete the tour before October 23.

Preside over and coordinate with the Ministry of Public Security, the Ministry of Home Affairs, the Government Office and ministries and branches to evaluate the results of the review and prepare a comprehensive report on the implementation of cutting and simplifying administrative procedures. Complete before November 15, 2025.

Preside over and coordinate with relevant ministries and branches to develop a Government Resolution under Resolution No. 206/2025/QH15 of the National Assembly on a special mechanism for handling difficulties and obstacles due to legal regulations to implement the plan to cut down and immediately replace the file components that are already available in national databases and specialized databases. Submit to the Government for promulgation before November 15, 2025.

The Ministry of Justice monitors, urges, and synthesizes the situation and results of implementing this Official Dispatch, promptly reporting to the Prime Minister on arising issues beyond its authority.
